About this file
The document provided is an Addendum to Request for Proposals (RFP) 25-19 issued by the Massachusetts Bay Transportation Authority (MBTA) for the procurement of Wheel Scanning Measurement Devices. The addendum clarifies and revises the requirements for the Wheel Scanning Measurement System, including the scope of work, installation locations, data hosting, and integration with the MBTA's Enterprise Asset Management System. The MBTA is seeking to procure two (2) Wheel Measurement Systems to be located at the Blue Line Orient Heights and Green Line Riverside Yard maintenance facilities. The MBTA expects the selected contractor to provide technical assistance for the location of the systems, which must be approved by the MBTA Maintenance of Way department. The contractor will also be required to explain how their system will integrate with the MBTA's Trapeze Enterprise Asset Management System.
The addendum provides additional details on the track gauge, the RFID system being implemented by the MBTA for component tracking, and the deletion of the requirement for the system to detect vehicle weight. The MBTA has until March 6, 2019, to respond to all requests for clarification. The addendum does not provide any information on pricing terms, set-asides, incumbents, funding requirements, or sources.

CLARIFICATIONS AND REVISIONS TO RFP 169F-18 & SPECIFICATIONS
Terms and Conditions
Schedule:
The MBTA has until the close of business day, March 6, to respond to all Requests for Clarification.
Section 8.1.16.2 Qualifications:
Bidders must be certified that they are listed under the Secretary of State’s website to do business in Massachusetts as required by law.
Section 2 Scope of Work Location(s):
The place of performance for these systems are to be in two MBTA locations: Blue Line Orient Heights, and Green Line Riverside Yard.
The preferred location for the Wheel Scanner System is in the yards so there is not interference with operations on the mainline. The MBTA will rely on the Wheel Scanner Provider to provide technical assistance for the location of the system but the MBTA Maintenance of Way has final approval of the location.
The Contractor shall work with MBTA on the final selection of the location of the Wheel Scanner System based upon the possible selections for each yard and their expertise. In regard to alternate locations, the MBTA is trying to avoid placing the systems in the mainline areas where maintenance does not have complete access to the system. The MBTA wants an area where the vehicles regularly move through.
Bungalow & Support Equipment:
In regard to the Electronic Computerized Equipment associated with the operation of the Automated Wheel Profile Measurement System, which requires a Bungalow Type Storage Unit to be submitted by the Bidder(s) for approval, the MBTA will review to ensure that it does not encroach on the Dynamic Envelope of the Vehicle. The MBTA Maintenance of Way will review and approve the location of the Wheel Scanner System and any Bungalow or support equipment needed for the system.
Data Hosting:
The MBTA expects the data to be housed in either a server, system and any Bungalow or support system needed for the system.
Track Gauge:
The track gauge is 4 – 8.5” (1435mm).
Measurement on a Weekly Basis:
The MBTA expects at least 90% measurement of the fleet on a weekly basis as the vehicles move through the yards locations.
MBTA’s Enterprise Asset Management System
The Contractor shall identify and explain how their own system will integrate with the MBTA’s Enterprise Management System (Trapeze EAM Software). To clarify, MBTA uses the Trapeze System to house work orders on vehicles. The MBTA expects to export information to the Wheel Scanner Provider on what trains had trucks or wheel sets changed, and what vehicles had their wheels run through the wheel trueing machine. The MBTA will provide more information on the Trapeze System and how data is exported after Contract Award.
Software and Data Management
The bid documents list that at a minimum, the Data Management Application shall be capable of exporting to WORD, Excel, PDF, and DXF file formats. To clarify, the MBTA expects that standard reports will be provided by the Wheel Scanner System. The exporting of data is required to allow for the Wheel Scanner data to be analyzed in other systems, and expect that the Wheel Scanner Provider to provide what data export capabilities exist in their software.
RFID System
The Contractor shall explain how they associate each bogie wheel set with the associated vehicle. To assist in accomplishing this, the MBTA is adding a RFID System for tracking components to trains. The Tags are an OMNI Passive Tag and Motorola Reader. The MBTA will work with the Wheel Scanner Provider with the location of RFID Tags on the vehicle and truck to ensure proper operation of the Wheel Scanner System
Section 3.1, General Requirements, bullet (j), page 5
In the Scope of Works Page 5 Section 3.1 General Requirements bullet (j) there is a requirement for the wheel profile measurement system to be capable of detecting the weight of the vehicle passing over and also detect imperfections and flat spots. Please delete the weight requirement from the specification, as the specification is only looking for the wheel profile.
Section 3.2, Installation, bullet (b), page 8
This section refers to the rail section design and the rail cant. The Rail is 115RE and the Cant is 1:40 at these installation sites.
Section 3.2, Installation, bullet (d), page 8
The Scope of Works Page 8 Section 3.2 Installation bullet (d) the section references figures 3 and 4, which are attached.
