About this file
This document is an Addendum No. 3 issued by the Massachusetts Bay Transportation Authority (MBTA) regarding RFP 25-19 for the Procurement of Wheel Scanning Measurement Devices. The addendum provides clarifications and revisions to the RFP and technical specifications, including updates to the RFP calendar, contractor performance and penalty requirements, and deletion of certain technical requirements. The MBTA is seeking to procure two (2) Wheel Measurement Systems to be installed at its Maintenance Facility Yards in order to monitor and schedule wheel sets for maintenance. The RFP was issued on February 12, 2019, with a pre-bid conference held on February 19, 2019 and responses due on March 14, 2018. The estimated contract execution date is March 29, 2018, with a service start date of April 5, 2018.
The addendum provides details on contractor performance and penalties, stipulating a 2-business day response time from the contractor for issues and a 7-day repair period if the contractor is required to visit the MBTA site. The scope of work has been revised to remove the requirement for detecting imperfections and flat spots, as the MBTA is only seeking a wheel profile measurement system. No other pricing, set-aside, or funding information is provided in this addendum.

The MBTA will expect a response from the Contractor within 2 business days from notification of issue, via an email, a text, or a phone call from the MBTA regarding an issue with the Wheel Scanner System requesting a solution to be provided by the Contractor, or one that can be taken by MBTA. The supplier should be able to inform the MBTA on what actions can be taken to determine if there is a network issue or RFID issue that can isolate a problem. A period of up to 7 days for the repair of the system is permissible, if the Contractor is required to come to the MBTA to make the repair.
Scope of Work – Technical Specification EE&QA-897 Section 3.1 General Requirement, bullet j, page 5
Wheel Profile systems do not measure weight of passing vehicles; please delete this this requirement. In the Scope of Works Page 5 Section 3.1 General Requirements bullet (j) there is a requirement for detecting imperfections and flat spots. Please delete the requirement for detecting flat spots from the specification, as our understanding is that detecting flat spots requires a separate system and we are looking for the wheel profile.
