STATEMENT OF WORK FOR A LUBE AND SCAVENGE TEST

STAND (LASTS)

1.0 SCOPE.

1.1 Scope. This statement of work (SOW) describes the minimum specifications and requirements necessary to purchase one (1) new Lube and Scavenge Test Stand (LASTS), for the LM2500 Platform. This test stand is a specialized system used for testing components, assemblies, or systems under various conditions to evaluate their performance, durability, or functionality. The LASTS is specifically designed to check and test the Depot Maintenance Interservice Support Agreements (DMISA) Lube and Scavenge Pump units in support of the LM2500 engine program at Fleet Readiness Center SouthWest (FRCSW). The LASTS shall include: manufacture, pre-shipment/Point-of-Origin testing, shipping, rigging/installation, start-up, commissioning, and training for one (1) Lube and Scavenge Test Stand, located at FRC-SW in San Diego, CA, in Building 379 2nd floor. The quality, size, and capacity shall be no less than the minimum specification outlined in Section 3 of this SOW.

2.0 APPLICABLE DOCUMENTS. The documents listed in this section are cited in sections 3 and 4 of this SOW. This section does not include documents cited in other sections of this SOW or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all requirements of documents cited in sections 3 and 4 of this SOW, whether or not they are listed in section 2. 2.3 Order of Precedence. In the event of a conflict between the text of this SOW and the references cited herein, the text of this document takes precedence. Nothing in this SOW, however, supersedes applicable laws and regulation unless a specific exemption has been obtained.

3.0 REQUIREMENTS.

3.1 Design. The LASTS equipment shall be manufactured of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation of the LASTS to its maximum rating and capacity without distortion. The LASTS shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair.

3.1.1 Measuring and Indicating Device Graduations. All measuring and indicating devices on the LASTS shall be graduated in the inch/pound units of measurement.

3.1.2 Controls. All electrical, mechanical, hydraulic, and pneumatic operating controls shall be located convenient to the operator's work station(s).

3.1.3 Safety and Health Requirements. All LASTS parts, components, mechanisms, and assemblies furnished on the LASTS, whether or not specifically required herein, shall comply with all of the requirements of OSHA 29 CFR 1910.

3.1.3.1 Safety Guarding. Covers, guards, or other safety devices shall be provided per ANSI B11or equivalent ISO standards. At the time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements. The safety devices shall not interfere with the operation of the LASTS. The safety devices shall prevent unintentional contact with the guarded part, and shall be easily removed to facilitate inspection, maintenance, and repair of the parts.

3.1.4 Audible Noise Level. Audible noise emitted by the equipment shall not exceed 84 decibels (dB), measured on the “A” weighted scale of a standard Type II sound level meter, at the operator's work position or any point at a distance of three (3) feet from the equipment. Noise generated by the work piece shall be excluded in determining compliance of the equipment with the 84 dB requirements.

3.1.5 Hazardous Material Exclusions. Supplies or materials being provided as part of the equipment shall be free of known hazardous materials. These materials shall not be brought on site without prior approval of the Government. Radioactive materials or instruments capable of producing ionizing radiation as well as materials which contain asbestos, mercury, lithium, methylene chloride, lead (= or >0.06%), or polychlorinated biphenyls (PCB’s) are prohibited. Definitions of hazardous materials are specified in the latest version, including revisions adopted during the term of the contract, of FED-STD- 313F. Nickel Metal Hydride and lithium batteries are permissible for memory backup.

Class I Ozone Depleting Substances as defined in 40 CFR 82 shall not be used in the performance of this contract, or be provided as part of the equipment. Exceptions to the prohibition of these materials must be referred to the Contracting Officer in writing, for consideration, not later than 60 calendar days after effective date of contract and prior to any work being performed.

3.1.6 Environmental Protection. Under the operating, service, transportation, and storage conditions described herein, the LASTS shall not emit materials hazardous to the ecological system as prohibited by Federal, state, or local statutes in effect at the point of installation. The completed installation shall meet all applicable Environmental Protection Agency (EPA) and Occupational Safety Health Association (OSHA) restriction for materials classified as hazardous to the environment in effect on the date of contract.

During the operation of the equipment at the final location, all equipment shall comply with all applicable EPA and OSHA regulations in effect on the date of contract regulating the emission of material hazardous to the environment. The contractor shall coordinate with FRC-SW and Naval Air Station, North Island (NAS) regarding construction site approvals and environmental permits required by Federal, State, Country, and Local Laws. For additional information, the contractor is instructed to contact the TPOC Within 30 days from contract award, contractor shall provide in writing the make, model, capacity, physical footprint, a list of components/parts requiring periodic calibration, mechanical, and electrical requirements of the equipment to the TPOC.

3.1.6.1 Waste Disposal: Disposal of non-hazardous solid waste disposal shall be the responsibility of the contractor. FRC-SW shall assume all responsibility and associated liability for disposal of hazardous waste as defined in California Code of Regulations Title 22.

3.1.7 Lubrication. Means shall be provided to ensure proper lubrication (oil, grease, coolant, etc.) for all moving parts in accordance with manufacturer requirements. The LASTS shall indicate that lubrication is required. All oil holes, grease fittings, and filler caps shall be easily accessible.

3.1.8 Replacement Parts. All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable without requiring modification. Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts, feed screws, drive belts, pumps, and seals. Electrical replacement parts shall include but not be limited to, motors, relays, fuses, switches, magnetics, pushbuttons, light bulbs, braking mechanisms, and solid-state devices. Tooling and accessories normally supplied as standard items shall also be considered replacement parts.

Foreign-sourced replacement parts shall either be interchangeable with domestically supplied components or be readily available from a domestic source.

3.2 Detail Tasks. The LASTS shall be manufactured of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation of the LASTS to its maximum rating and capacity without distortion.

3.2.1 Castings and Forgings. All castings and forgings shall be free of defects, scale, and mismatching. No processes such as welding, peening, plugging, filling with solder or paste shall be used for reclaiming any defective part.

3.2.2 Fastening Devices. All screws, pins, bolts, and other fasteners shall be installed to prevent unintentional loosening. Fastening devices subject to removal or adjustment shall not be permanently installed.

3.2.3 Threads. All threaded parts used on the LASTS and its related attachments and accessories shall conform to FED-STD-H28B and the applicable “Detailed Standard” section referenced therein or equivalent ISO/EN/DIN/JIS standards. At the time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements.

3.2.4 Surfaces. All surfaces shall be clean and free of harmful or extraneous materials.

All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function. The condition and finish of all surfaces shall be in accordance with the manufacturer's commercial practice.

3.2.5 Welding, Brazing, or Soldering. Welding, brazing, or soldering shall be employed only where specified in the original design. None of these operations shall be employed as a repair measure for any defective part.

3.2.6 Coating. The LASTS shall be coated in accordance with the manufacturer’s commercial practice. All coattings shall be of the lead free type.

3.2.7 Workmanship. Workmanship of the LASTS shall meet all requirements specified herein and shall be of a quality equal to that prevailing among manufacturers producing equipment of the type covered by this SOW.

3.3 COMPONENTS. The LASTS shall consist of not less than the following components:

3.3.1 Lube and Scavenge Test Stand(LASTS). The LASTS shall be designed to test the LM2500 Lube and Scavenge UUT (Unit Under Test), part number L24407P07 (see TABLE 1). The final Lube and Scavenge Pumps processed shall be part number L24407P07. The contractor shall conform to the Acceptance Test Procedure (ATP) located in S9234-AB- MMD-050. Chapter 33: Technical Manual Accessories Overhaul and Repair Instructions, LM2500 Propulsion Gas Turbine and Accessories.

3.3.2 LASTS Tank. The tank shall be designed to utilize synthetic turbine engine oil, MIL-L-23699. The LASTS The LASTS tank shall be built with the following sizes and capacities:

3.3.2.1. The tank shall hold 40 gallons minimum.

3.3.2.2. A visible level gauge will be installed to show fluid level of the tank

3.3.2.3. The tank will have a drain port to allow for easy fluid removal.

3.3.2.4. The test stand shall use a water heat exchanger, using the existing chilled water system at the facility, ranging from 50-70℉.

3.3.2.4.1. The contractor shall not modify the chilled water system. The contractor can only modify the chilled water lines in the testing area when connecting to the test stand.

3.3.2.4.2. The temperature of the oil during testing shall be maintained at 70- 90℉.

3.3.3 Test Fixture and Test Plug. The contractor shall build a Proof Pressure Test Fixture in accordance with figures, 33-37 and 33-38 of the S9234-AB-MMD-050 and build a Proof Test Plug in accordance with figure 33-40, of the S9234-AB-MMD-050 for the LASTS.

3.3.4 Test Stand Motor. The contractor shall provide a motor for testing the UUT. The motor shall have variable speeds between 0-7500 RPM.

3.3.5 Test Stand Pump System. A pump system shall be provided for the testing fluid utilized in the LASTS. The pump system shall have the following sizes and capacities:

3.3.5.1. Flow capabilities of 0-30 GPM (Gallons Per Minute)

3.3.5.2. Pressure Inlet to UUT of 0-50 PSIa (Pounds PER Square Inch Absolute)

3.3.5.3. Return Pressure from UUT of 0-100 PSIa

3.3.6 Air Supply. The LASTS shall have an air supply port for testing the UUT. The contractor shall shop regulate the shop air of 90-120 PSI down to 6-8 PSIG.

3.3.7 Data Acquisition and Control System. The control system to the LASTS shall have the following features provided with the control:

3.3.7.1. User Interface Operating Software shall be Windows 10 Enterprise or above.

3.3.7.2. The controls for the operator shall be wired keyboard and mouse.

3.3.7.3. The O/S login shall have login(s) for different personnel (Operator, Calibration, Engineering)

3.3.7.4. The test program will indicate all necessary pressure, flow, speed, and temperature values. All sensor readouts shall have a colored indicator to show non-nominal operation. Any sensors exceeding the absolute maximum allowable tolerance, during testing, shall shut down the bench to a natural state.

3.3.7.4.1.Yellow will be for below and above nominal limits

3.3.7.4.2.Red will be for exceeded the allowable tolerance

3.3.7.5.The test program shall be designed to run in automatic and semi-manual mode.

3.3.7.5.1. Automatic will run the majority of the testing, only requiring operator input between each test procedure and startup of the bench.

3.3.7.5.2. Semi-manual mode shall be capable of running the same tests as automatic, but all inputs are performed by the operator.

3.3.7.6.The system shall store historical data on the UUT’s tested on the LASTS and print out reports as needed.

3.3.7.6.1. The test data report shall include the following in the printout:

1) Operator Name

2) Part Number

3) UUT Serial Number

4) Test Date

5) Pass/Fail for each test requirement

3.3.8 Instrument Calibration Procedures (ICPS) Source Data. The Contractor shall provide ICP source data: system/subsystem specifications, functional specifications, manufacturer’s catalogs or data sheets, user’s manuals, engineering drawings and associated technical data including all versions of relevant software (which impact calibration) for all Test, Measurement and Diagnostic Equipment (TMDE) and calibration equipment/standards that do not have US Navy-approved ICPs. The Contractor shall submit specific recommendations and data using any Contractor’s Technical Report process. Vendor prepared ICPs must have government approval for Navy use. (See NPSL- BP-01 for any further information). (CDRL A001)

3.3.8.1 Calibration and Measurement Summary Report (CMSR). The vendor prepared ICP(s), as part of the calibration manual, must have NAVAIR METCAL approval before use. The Contractor shall provide drafts of the ICP 60 days prior to the Test Readiness Review (TRR). The Contractor shall provide the final versions of the ICP and ICP source data at the conclusion of Acceptance Testing and after incorporation/correction of all discrepancies found in accordance with CDRL A001 and through the outcome of the review/inspection process by the Metrology Engineering FST. (See NPSL-BP-01 for any further information). (CDRL A001)

3.3.8.2 Calibration Manuals. The Contractor shall provide a calibration manual that properly identify in detail the extent of calibration, methodology, part numbers, model numbers, and manufacturer used. All TMDE and Support Equipment (SE) shall allow authorized Navy personnel to access and update calibration coefficient or any embedded equations related to calibration for the system; the calibration manual should outline the calibration coefficient update process. A complete list of all materials, chemicals, gas purity, substances, and parts used for the calibration, or that need to be calibrated within the equipment shall be provided to the Government one hundred and twenty (120) days prior to installation of equipment.

Any required environmental conditions (e.g. temperature, humidity, pressure) and facility requirement (e.g. compressed air-line, ventilation system) that must be adhered to during calibration process to meet specification must be clearly stated in the calibration manual. The calibration manual shall also contain information on recommended calibration interval of all individual subcomponents that need to be calibrated (CDRL A002).

3.3.9 Hydraulic System. Under the condition that a LASTS has a hydraulic system, the system shall conform to ISO 4413. The system shall be complete, including all pumps, valves, piping, cylinders, and pressure controls. A machine that does not require a hydraulic system to operate properly shall be considered acceptable.

3.3.10 Pneumatic System. Under the condition that a LASTS has a pneumatic system, the system shall conform to ISO 4414. The system shall be complete, including all pumps, valves, piping, cylinders, and pressure controls. A machine that does not require a pneumatic system to operate properly shall be considered acceptable.

3.3.11 Electrical System. The LASTS shall conform to NFPA 79. The existing source power available at the facility is 460 volt, 3-phase, 60 Hertz (Hz) The LASTS’s electrical system shall be tolerant of fluctuation of ± 10 percent. The electrical system shall be complete, including any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated, and fused, single disconnect device shall be utilized on the LASTS with means of lockout in the off position only. All electrical enclosures shall conform to the requirements of NEMA ICS 6. All circuits are protected from overload protection and properly grounded.

3.3.11.1 Solid-State Components. Electrical devices used to power electrical servo and spindle motors of control voltage delivered to solid-state electrical components shall be solid-state devices. Such devices shall be equipped to handle the electrical load imposed by operation of the LASTS to its maximum potential. The use of selenium in solid-state components shall be restricted to those devices that protect other solid-state components from voltage surge.

3.3.12 Motors. Motors shall be rated for continuous duty. Alternating-current (AC) motors shall be designed to operate on 60-Hz and each motor enclosure shall meet the requirements for a drip-proof enclosure. All motors shall meet the requirements of NEMA MG-1 or current equivalent ISO/EN/DIN/JIS/IEC standards. At the time of proposal, the vendor shall indicate which document they will utilize for compliance to the requirements.

Each motor shall have an identification plate in accordance with paragraph 3.5 to identify manufacturer, model number, serial number, voltage, amperage, horsepower, phase, frequency, and frame number. Motor horsepower shall be the manufacturer’s standard or standard optional horsepower as indicated on the manufacturer's design and construction drawing(s).

3.3.13 Work light. A work light, whether built-in or added on, shall be provided. The light shall have a protective shield, and provide maximum light to the work area.

3.3.14 Facility Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70.

3.3.15 Hour Meter. The LASTS shall be equipped with a non-resetting type, hour meter to display accumulated operating time of the drive motor(s), mounted on the main electrical panel visible from the outside, sealed to prevent the entrance of dust and moisture, and shall be mounted to withstand shock and vibration generated by the LASTS.

The meter shall have a range of 0 to 99,999.9 hours in increments of one (1) tenth of one

(1) hour. A CNC control that tracks and displays total LASTS on time (a non-resetting type), controller on, program runtime, and run time of the servo motor(s) shall be considered to meet this requirement. The meter shall be sealed to prevent the entrance of dust and moisture and shall be mounted to withstand shock and vibration generated by the

LASTS.

3.4 Standard Tooling and Equipment. All standard tooling and equipment required for proper operation and maintenance of the LASTS shall be provided. A list of these items shall be furnished (CDRL A003).

3.5 Marking on Instruments, Control Panels, and Plates. All words on plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.

3.5.1 Lubrication Plate. A lubrication plate shall be permanently and securely attached to the LASTS. The plate shall contain the following information.

3.5.2 Nameplate. A nameplate shall be permanently and securely attached to the LASTS.

The nameplate shall contain the information listed below. If the LASTS is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records.

3.5.3 Identification Marking of Military Property. An Item Unique Identification Marking (IUID) shall be provided in accordance with MIL-STD-130N and all applicable documents within the standard with Machine Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable

Information (HRI) shall be used in combination with MRI and free text. At a minimum this tag shall contain the information listed in paragraph 3.7.2 Nameplate.

3.6 Technical Data. Three (3) hard copies and two (2) copies in CD format of technical data shall be provided with the LASTS. Technical data shall contain specifications, instructions for the operation, maintenance of the LASTS and recommended spare parts list. All copies of technical data shall be legible and written in the English language. Technical Data (CDRL A004) shall include the following:

3.6.1 Manuals/Drawings. The contractor shall furnish three (3) hard copies of all technical, training, and maintenance manuals and drawings containing all information in compliance with modifications of the system (CDRL A004). The manuals shall provide the data necessary for the programming, operation, and maintenance of the LASTS and ancillary equipment. The contractor shall also furnish one digital copy of the above technical manuals and drawings in Adobe's Postscript (*.PDF) file format or Excel on CD- ROM(s), as appropriate. The digital manuals and drawings shall be organized, indexed and referenced similar to the equivalent hardcopy format (i.e. volume, manual, section, etc.).

3.6.2 Operation manuals: shall cover, in detail, all phases and cycles of operation such as start-up, maintenance, idle, shut down, trouble shooting, programming, running programs, printing, re-starting systems, etc. Manuals shall include the Vendor’s contact information, parts list, preventive maintenance cycles, any/all information and documentation necessary to properly service, operate, maintain, adjust, and perform all functions within the equipment (CDRL A004).

3.6.3 Onsite Adjustments. Any and all adjustments made to the equipment during testing, acceptance, and warranty period shall be properly noted by the vendor. Updated manuals with any and all adjustments, updates, or changes made to the system shall be provided to the Government at no additional cost (CDRL A005).

3.6.4 Maintenance Manuals: Shall properly identify in detail the extent of preventive maintenance, materials, liquids, substances, parts, and chemicals, used during preventive maintenance, repair, and/or troubleshooting of equipment. A complete list of all materials, chemicals, substances, and parts used for the maintenance and operation of the equipment shall be provided to the Government (CDRL A004).

3.6.5 Plan of Action and Milestones (POA&M). The contractor shall provide a POA&M to identify contractor performance dates of all major events from contract award to completion of all contract requirements. The initial POA&M shall be delivered thirty (30) calendar days After Contract Award (ACA). The milestones shall be prepared using a recognized project management technique (preferably Microsoft Project). The Government and the contractor shall review the report on a monthly basis. The contractor shall notify the Government prior to making any changes to the POA&M. All changes to the POA&M shall be approved in advance by the Government. The POA&M shall detail such items as engineering, procurement of major hardware, assembly, operational debug, factory acceptance, shipment, installation, training, and final acceptance test (CDRL A006).

3.6.6 Preliminary Design Review. The contractor shall provide a preliminary design review for the design of the test stand for review by the Government 60 days after contract award. An electronic copy shall also be provided in DWG or DXF format and download to AutoCAD 2010 version or older. The Government shall notify the contractor in writing within 10 working days of receipt of drawing if they comply with this preliminary design.

If revisions are required, the contractor has 10 working days to make revisions and resubmit for a new review. Rejection of drawings does not relieve the contractor from final delivery date of contract performance period (See paragraph 4.6.1 for installation schedule)

(CDRL A007).

3.6.7 Final Design Review. Once the preliminary design review has been completed, the contractor has 60 days to provide the final design. The Government shall notify the contractor in writing within 10 working days of receipt of drawing if they comply with this final design. If revisions are required, the contractor has 10 working days to make revisions and resubmit for a new review. Rejection of drawings does not relieve the contractor from final delivery date of contract performance period (See paragraph 4.6.1 for installation schedule) (CDRL A007).

3.6.8 Software License. The Contractor shall provide the provide the Government all software end items, including licenses after test completion (CDRL A008).

3.6.9 Acceptance Test Plan (ATP). The Contractor shall prepare an Acceptance Test Plan (ATP) that conforms to the Acceptance Test Procedure (ATP) located in S9234-AB-MMD-

050. Chapter 33: Technical Manual Accessories Overhaul and Repair Instructions, LM2500 Propulsion Gas Turbine and Accessories. The ATP shall be a step-by-step written instruction on how to verify compliance during Contract Quality Assurance Inspection and the Final Inspection/Acceptance Test specified in Sections 4.4 and 4.5. The Contractor shall develop and provide how the UUT’s will be tested as specified in Paragraph 4.7.1.

The Manufacture’s standard testing procedures shall be included in the ATP. Any procedures necessary for compliance with Section 4, which are not covered by the Manufacturer’s standard testing procedures, shall be identified and included in the ATP.

The initial ATP shall be submitted thirty (30) calendar days ACA for Government review and approval. The accepted test procedures shall become part of this contract and property of the Government. (CDRL A009)

3.7 Post Award Conference (PAC). The contractor shall attend a post award conference 45 days after award. The POAM (3.6.5) and all information provided in it by the contractor shall be reviewed and discussed with the customer.

3.8 Installation. The contractor shall be responsible for the complete installation of the LASTS in the hydraulic room, second floor B379-2. FRCSW will only be responsible to drill the anchor bolt holes per contractor’s instructions and under the contractor’s supervision. The contractor shall provide the government with the anchor bolt layout, anchor bolt sizes and all information regarding the hardware to be used. The contractor will verify that the holes are correct before installation. Installation shall include shipping, rigging, uncrating, leveling the test stand, securing the LASTS to the floor, and calibration of the LASTS, connecting to the existing utilities and conducting the tests listed in section 4.7. The contractor shall not exceed the equipment installation dimensions that are provided in the FRCSW North Island B379-2 Courtesy Drawing. FRCSW will be responsible for the removal of the existing equipment.

The maximum lead time for delivery of the test bench shall be no greater than 48 weeks from award date, with a working schedule of Monday through Friday, 0600 to 1430 PST hours, respecting federal holidays, furloughs, base closures, and other dates that the base might not be operational. Access to the base should be coordinated with FRC-SW TPOC at the time of contract award. Installation, verification, start-up, final acceptance, and training (at customer location) shall be no greater than 4 weeks. Completion date shall be no greater than one year from date of contract award.

3.8.1 Waste Disposal: The contractor shall be responsible for waste disposal generated from the installation process of the LASTS. Disposal of non-hazardous solid waste shall be the responsibility of the Contractor.

3.8.2 Facility Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70. The Government will provide all utilities needed within 20 feet of the

LASTS.

3.8.3 Weight Handling Requirements. All weight handling of equipment and any deliverables must adhere to NAVFAC P-307 (June 2016) Weight Handling Program Management. Applicable sections from P-307 include Section 11, 14 and Appendix P. The contractor shall prepare the “Certificate of Compliance” and the “Contractor Crane or Rigging Operation Checklist” in Appendix B. Prior to the installation of the LASTS, a Lift Plan shall be provided by the contractor and approved by the Weight Handling Team. The Lift Plan shall meet all requirements as listed in P-307 Section 11 Part G. (CDRL A010)

3.8.4 Work Stoppage. For unforeseen issues that are found during installation of the foundation, the contractor shall notify the facility point of contact (POC) and PCO immediately to determine further course of action.

3.9 Training. After satisfactory completion of acceptance testing of the system, the vendor shall provide 8 hours a day for a maximum of five (5) workdays of workforce familiarization training of FRCSW normal business hours of Monday through Friday 0600 to 1430 PST hours (local time), respecting federal holidays, furloughs, base closures, and other dates that the base might not be operational. The training shall be for ten (10) Government employees who are engineers, operators, maintenance, and calibration personnel. The training shall be performed at FRCSW on-site by an person fluent in the English language. The training shall include both classroom and hands-on portion and shall utilize as-built drawings and manuals provided under this contract. All printed training aids shall become the property of the Government. The following items shall be covered during the training:

3.9.1 Familiarization with the equipment, including description of each system, description of safety and emergency features, and familiarization with related technical data to be provided.

3.9.2 Demonstration by contractor personnel of all operation, safety, and emergency aspects of the equipment.

3.9.3 Hands-on operation by receiving facility personnel with assistance from the contractor.

3.9.4 Upon completion of training, facility personnel shall be capable of fully operating the equipment without assistance. The facility personnel shall demonstrate their understanding of the equipment and signed-off by their supervisors with no exception.

3.9.5 Government to receive three (3) electronic sets in CD/DVD format and three (3) hard copy sets of all training materials (CDRL A011).

4.0 QUALITY ASSURANCE.

4.1 Responsibility for Inspection. The contractor shall be responsible for the performance of all inspection requirements specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own facility for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to witness any inspections set forth in the SOW where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.

4.1.1 Responsibility for Compliance. All items must meet all requirements of sections 3 and 4.

4.2 Classification of Inspections. The inspection requirements specified herein are classified as follows:

a. Contract quality assurance inspection (Origin) (see 4.4).

b. Final Inspection/Acceptance test (Destination) (see 4.5).

4.3 Inspection Conditions. All inspections, tests, and examinations shall be performed in an indoor facility with ambient temperature conditions in the range of 55° F to 100° F and 10% to 95% relative humidity.

4.4 Contract Quality Assurance Inspection (Origin). Contract quality assurance inspection shall be applied at the contractor’s facility prior to being offered for acceptance under the contract. A government representative will be present at the contractor’s facility to conduct the inspection. The LASTS and all peripheral equipment added to the LASTS shall be fully assembled and perform all functions in accordance with this SOW. Quality conformance inspection shall consist of the examination in 4.6 and the tests in 4.7. The LASTS shall pass the examination, all tests, and contract quality assurance inspection to be acceptable for shipment.

4.4.1 Quality Assurance Inspection Report. After the origin inspection has been conducted, the contractor shall provide the Government with an electronic copy of the inspection report that covers the UUT test results and any outstanding deficiencies that need to be addressed on the LASTS before shipment to FRCSW. (CDRL A012)

4.4.2 UUT’s (Origin). COMFRC SW will coordinate with NAVSUP and ship all the UUT’s listed in section 3.3.1, TABLE I to the contractor’s facility, for the performance test at origin. The contractor shall cover the cost and ship the UUT back to FRCSW in the same condition received.

4.5 Final Inspection/Acceptance Test (Destination). Final Inspection and acceptance test shall be performed on the LASTS to ensure conformance with this SOW. The acceptance test shall be performed only after the LASTS is installed at its final location. The acceptance test shall consist of the examination in 4.6 and all tests in 4.7. The LASTS shall pass the examination and all tests to be accepted.

4.6 Examination. The equipment shall be examined for design, dimensions, construction, materials, components, electrical equipment and workmanship to determine compliance with the requirements of this SOW.

4.7 Tests. Unless otherwise specified within this document, all programs, instruments, materials, material handling equipment, qualified personnel, and tools required to perform and evaluate the tests shall be furnished by the contractor. All measurement tools and indicating devices shall be calibrated in accordance with the most current NIST standards. If a malfunction occurs during the test, the test shall be restarted each time until all tests under section 4.7 are completed without a malfunction. Three (3) consecutive failures without completion of the test shall be cause for rejection of the system. For the purpose of this test, a “failure” is defined as any equipment malfunction which requires remedial action to restore the system to full operation in accordance with this SOW.

4.7.1 Operational Test. The LASTS shall be operated under a no-load condition for not less than four (4) hours. During operational testing the control functions and auxiliary functions of the LASTS shall be checked. The LASTS shall be run in each mode of operation (Manual and Automatic) to test the machine’s response to command data. Three

(3) failures in a row to complete the run test may be cause for rejection of the entire system.

After successful completion of the operational test; proper operation of all controls, motors, adjusting mechanisms, emergency stop devices, and accessories shall be verified.

4.7.2 Performance Test. The contractor shall conduct the performance test by verifying each UUT listed below. The performance test shall be conducted and performed with the approved Acceptance Test Plan (ATP) in section 3.6.9.

6.0 Warranty

Upon final acceptance, a warranty shall be provided for a minimum of twelve (12) months (e.g.

365 Days) that follows “start-up, system(s) testing, and acceptance/recognition of project completion,” by the Government and final payment acceptance by the Contractor (CDRL A013).

The warranty shall cover all parts/labor of the identified and accepted system and equipment.

This means, parts will be defect free for one-year under normal operating conditions from the date of final acceptance, not the manufacturing or installation date. Replacement of said parts shall be at no additional cost to the Government. This shall include: shipping, handling, and any removal or installation involved in the replacement of said parts. Additionally, the warranty shall name FRCSW as the owner of the equipment and/or related structures.

6.1 Contractor: The warranty shall also include the following provisions.

6.2 Technical Support: A qualified technical representative shall provide telephone/email support during normal business hours, Monday through Friday (excluding Federal holidays or shutdown period) during the hours of 0600 and 1430, PST.

6.3 Availability: The Contractor’s technical staff must be available to provide support either in-person, or via telephone at no additional charge and/or cost, to the Government. Additionally, it is incumbent upon the Contract that support of specific issues and/or general inquiries must be provided within twenty-four (24) hours, following notification by the TPOC.

6.4 Single Point-Of-Contact (POC): The Contractor shall provide/identify a POC that can be contacted for support via telephone and/or email.

6.5 Contractor to provide one (1) year of any and all available upgrades (warranty) to the software/programming/logic of the LASTS system from the time of acceptance at no additional cost to the Government. Contractor shall instruct the TPOC and FRCSW representative of all required future updates. Also, propose extended warranty beyond the one (1) year warranty period for Governments evaluation.
