Block 4: Deliverable shall be in Microsoft Office file format (i.e. 2016 Microsoft Word, Excel, PowerPoint, and Project) and must be completely accessible (including formulas) to the Government. Forms, letters, and signed documents shall be in fully searchable Portable Document Format (.pdf) file. Use of other electronic file formats will be rejected. The Contractor shall provide three (3) hard copy and one (1) electronic copy to the

TPOC.

This deliverable shall include all Instrument Calibration Procedures (ICP) source data: system/subsystem specifications, functional specifications, manufacturer’s catalogs or data sheets, user’s manuals, engineering drawings and associated technical data including all versions of relevant software (which impact calibration) for all Test, Measurement and Diagnostic Equipment (TMDE) and calibration equipment/ standards that do not have US Navy-approved ICPs. A Calibration and Measurement Summary Report (CMSR) shall also be included, per section 3.3.9.1.

Block 12: Contractor is required to provide the Government the Preliminary Design Review sixty (60) days after contract award. An electronic copy shall also be provided in DWG or DXF format and download to SolidWorks (2019) and AutoCAD 2010 version or older. The Government shall notify the Contractor in writing within ten

(10) working days of receipt of drawing if they comply with this preliminary design. If revisions are required, the Contractor has ten (10) working days to make revisions and resubmit for a new review. Rejection of drawings does not relieve the Contractor from final delivery date of contract performance period.

Block 13: Contractor has sixty (60) days to provide the final design to the Government.

The Government will notify the Contractor in writing within ten (10) working days of receipt of drawing if they comply with the final design. If revisions are required, the Contractor has ten (10) working days to make revisions and resubmit for a new review. Rejection of drawings does not relive the Contractor from final delivery date of contract performance period.

The Contractor shall prepare an Acceptance Test Plan (ATP). The ATP shall be a step-by-step written instruction on how to verify compliance during Contract Quality Assurance Inspection and the Final Inspection/Acceptance Test specified in Sections

4.4 and 4.5. The Manufacture’s standard testing procedures shall be included in the ATP. Any procedures necessary for compliance with Section 4, which are not covered by the Manufacturer’s standard testing procedures, shall be identified, and included in the ATP.

Requirements:

1. Reference Documents. The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.

2. Format. Use format as defined below. If the element does not apply to the platform or project, annotate as Not Applicable for that paragraph.

3. Content. The Weight Handling Procedures shall include the following:

3.1. The contract number.

3.2. Date.

3.3. The specific type, class, etc. of weight handling equipment to be used for the delivery and installation of the LASTS.

3.4. A Lift Plan and Certification that is in compliance with NAVFAC P-307 (June 2016) with applicable sections 11, 14, and Appendix P.

The contractor shall provide the Government with an electronic copy of the inspection report that covers the UUT test results and any outstanding deficiencies that need to be addressed on the LASTS before shipment to FRCSW.

Block 4: Deliverable shall be in Microsoft Office file format (i.e. 2016 Microsoft Word, Excel, PowerPoint, and Project) and must be completely accessible (including formulas) to the Government. Forms, letters, and signed documents shall be in fully searchable Portable Document Format (.pdf) file. Use of other electronic file formats will be rejected. Data deliverables are not proprietary and shall not be marked as proprietary.

The purpose of this supplement attachment is to establish procedures for marking technical documents, including production, engineering and logistics information, to denote the extent to which they are available for distribution, release, and dissemination without additional approvals or authorizations.

Distribution covers all engineering drawings, standards, specifications, technical manuals, blueprints, drawings, plans, instructions, computer software and documentation, and other technical information that can be used or be adapted for use to design, engineer, produce, manufacture, operate, repair, overhaul, or reproduce any military or space equipment or technology concerning such equipment.

The distribution statement markings shall be mandatory for all technical documents, including such informal documents as working papers, memoranda, and preliminary reports if those documents are not already in the public domain and if they are likely to be disseminated outside of the Department of Defense.

The distribution statement shall be displayed conspicuously on technical documents so as to be recognized readily by recipients.

The following shall apply for standard written or printed material:

1. The distribution statement shall appear on each front cover, title page, and DD Form 298 “Report Documentation Page”.

2. When practicable, the abstract of the document, the DD Form 1423 and bibliographic citations shall be written in such a way that the information will not be subject to distribution statement B.

If the technical information is not prepared in the form of an ordinary document and does not have a cover or title page (such as forms and charts), the applicable distribution statement shall be stamped, printed, written, or affixed by other means in a conspicuous position.

A distribution statement marking is distinct from and in addition to a security classification marking.
