About this file

This document is a Questions and Answers (Q&A) attachment for Naval Aviation Enterprise (NAE) Support Services Request for Proposal (RFP) Number N68520-25-R-0014, related to procuring a Lube and Scavenge Test Stand (LASTS) for the LM2500 Platform. The Q&A addresses seven key questions from potential contractors regarding technical specifications, proposal requirements, and testing parameters for the test stand to be installed at Fleet Readiness Center South West (FRCSW) in San Diego, CA.

Key clarifications include: the commercial warranty cost must be included in CLIN 0001, the Compliance Requirements Matrix (CRM) does not count against proposal page limitations, the government will not use a reverse auction process, and the test stand will only be designed to test the specific LM2500 Lube and Scavenge Unit Under Test (UUT) part number L24407P07. The solicitation requires submission through the Procurement Integrated Enterprise Environment (PIEE) platform, and offerors must submit a DD2345 form to receive export-controlled documentation prior to proposal submission.

Question #Document
(SOW, RFP, Attachment)Reference ParagraphQuestionAnswerProprietary (Yes/No)
1SOWParagraph 6.5“Propose extended warranty beyond the one (1) year warranty period for Governments evaluation.”

Question/Concern: Price matrix states CLIN 0005 NSP. Please advise where to include the pricing for the additional one (1) year warranty.

The Contractor shall provide a commercial warranty and the cost associated to that warranty shall be included within CLIN 0001.No
2Section LVolume 2.0, Paragraph 2.1, Paragraph 3.0Volume 2.0: Technical Proposal, Para 2.1--Indication of Compliance to Technical Requirements (Technical Compliance) states, “The CRM does not count against any of the proposal page limitations.” Para 3.0--Proposal Content and Volumes states Technical Compliance is limited to 15 pages.

Question/Concern: Which is correct, e.g., does not count against page limitations or limited to 15 pages?

Per Section L, Volume 2, Paragraph 2.1, The CRM does not count against any of the proposal page limitations. The subsequent paragraphs still have requirements that the Offeror must comply with. Please reference Section L, Volume 3.0 for page limitations. No
3ContractN/AI noticed Reverse Auction procedures in the RFP doc. Will this be utilizing a reverse auction? The Government will not be utilizing a reverse auction. The Government will issue an amendment to delete clauses FAR 52.217-10, 52.217-11, & 52.217-12No
4SOWParagraph 3.3.11.SOW 3.3.1 states “The LASTS shall be designed to test the LM2500 Lube and Scavenge UUT (Unit Under Test), part number L24407P07 (see TABLE 1). Overhaul manual S9234-AB-MMD-050 paragraph 33.2 states “Modify Lube and Scavenge Pumps VIN RR35230B (GE P/N L21289P01), VIN RR35230D (GE P/N L24407P03) and VIN RR35230F (GE P/N L24407P05) to P/N L24407P07 per GTC No. 83.” This would suggest that the only part number we need to provide test capability for is VIN RR365230F (GE P/N L24407P07). Please confirm or explain otherwise. The Government will only provide L24407P07 as the sole UUT.No

For functional / operational testing, additional adapters are needed such as drive spline, drive mounting, and port adapters (c sump, b sump, TGB scav inlet, lube supply inlet, lube supply discharge, AGB scav inlet). Does the government require the contractor to supply these adapters? If so, will the government provide drawings or other data from which the adapters can be manufactured? The Government will not be providing these additional fixtures.
