In order to submit a proposal through the PIEE Solicitation Module, you must be registered as a Proposal Manager in the DoD PIEE Suite located at https://piee.eb.mil/. The PIEE Solicitation Module Vendor Registration Guide is provided as an attachment to the RFP. The PIEE Solicitation Module is the only electronic commerce method authorized for the submission of proposals in response to this solicitation.
Submissions outside of the PIEE Solicitation Module may not be considered.
The PIEE Solicitation Module will record the date and time of proposal submission. The date and time of proposal submission recorded in the PIEE Solicitation Module shall govern the timeliness of any proposal submission.
The maximum allowable file size for the PIEE Solicitation Module is 1.9GB.
It is an offeror’s responsibility, when transmitting its proposal electronically, to ensure the proposal’s timely delivery by transmitting the proposal sufficiently in advance of the time set for receipt of proposals to allow for timely receipt by the Government no later than the date and time stated in this RFP. Offerors shall allow adequate time to upload files, which may be slower for non-DoD users, and to avoid other technical difficulties that may be encountered. An offeror risks the late receipt and rejection of a proposal where it delays transmitting its proposal until the last few minutes before the time set for receipt of proposals. Proposals that are received after the date and time stated in this RFP will not be considered except at the discretion of the Contracting Officer; the Contracting Officer reserves full discretion to accept any late proposals at any time prior to award if it serves the best interest of the Government.
Offerors are responsible for submitting their proposal in the format specified, consistent with requirements stated elsewhere in this solicitation. Offerors are asked to submit only the information/exhibits required.
Page limits, if stipulated, must be adhered to. Files that cannot be opened, or are otherwise missing the required content are the responsibility of the offeror.
10. Technical Assumptions/Qualifiers/Conditions: The intent of the Government is to minimize the risk of receiving technical proposals that deviate from the minimum requirements of the RFP. While assumptions may be necessary in design-build projects, proposals that explicitly deviate from the RFP requirements will be deemed unacceptable.
11. Estimated Construction Magnitude: In accordance with FAR 36.204, the estimated price range for this procurement (ALL CLINs) is:
____ Less than $25,000 ____ Between $25,000 and $100,000 ____ Between $100,000 and $250,000 ____ Between $250,000 and $500,000 __X__ Between $500,000 and $1,000,000 ____ Between $1,000,000 and $5,000,000 ____ Between $5,000,000 and $10,000,000
12. Basis for Award: The proposed work will be accomplished using procedures for award of a contract on the basis of Lowest Price Only. Past performance information under this contract will be reviewed to ensure the Contractor has a satisfactory performance history. If no past performance information is available for the Contractor, we will assume a satisfactory performance history. The Contractor’s written proposal will be incorporated into the contract upon award.
Evaluation: The proposed work will be awarded to the responsible offeror on the basis of Price Only.
Considerations: The proposed price will be evaluated on the basis of whether or not it is within the estimated price range. Evaluation will include analysis to determine the offeror's comprehension of the requirements of the RFP as well as to assess the validity of the offeror's approach. A price which is found to be either unreasonably high or unrealistically low in relation to the proposed work may result in the proposal being eliminated from competition, either on the basis that the offeror does not understand the requirement or that it has made an unrealistic proposal.
Price analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
1. Comparison of proposed prices received in response to the solicitation.
2. Comparison of proposed prices with the independent Government estimates.
3. Comparison of proposed prices with available historical information.
4. Comparison of proposed prices with resources proposed.
Note 1. A price that is found to be either unreasonably high or unrealistically low in relation to the proposed work may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the overall proposal being considered unacceptable.
Note 2. Any inconsistency whether real or apparent, between proposed performance and price must be clearly explained in the price proposal. For example, if unique and innovative approaches are the basis for an apparently unbalanced/inconsistently price proposal, the nature of these approaches and their impact on price must be completely documented. The burden of proof of price realism rests solely with the offeror.
Note 3: Proposals that provide prices greater than the estimated price range may be rejected.
13. Discussions: It is the Government's intention to evaluate proposals and award a contract without discussions, other than exchanges conducted for the purpose of minor clarifications. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Therefore, each initial proposal should contain the contractor's best terms from a price and technical standpoint.
14. Minimum Wage Rates: The minimum wages required for payment under this contract are in accordance with U.S. Department of Labor, General Decision CA20220018/Modification 7, published 2 June 2022, and are hereby made part of this solicitation and resultant task order. The wage determination is provided as an attachment to this solicitation
15. Post-Award/Pre-Construction Meeting(s): Prior to commencement of work, a meeting will be held with the contractor and Government representatives to discuss matters of mutual interest concerning the contract. The contractor shall contact the Contract Specialist via email at Ashley N. Thornton, Contract Specialist, at Ashley.N.Thornton4.civ@us.navy.mil, with a copy to Melissa L. Watkins, Supv. Contract Specialist, at Melissa.L.Watkins6.civ@us.navy.mil following the issuance of the contract to schedule this meeting.
