About this file
This Request for Proposal (RFP) KLW-2022-18 is issued by the University of Wyoming's Procurement and Payment Services and the State of Wyoming, seeking a Wyoming-based craft beer partner to develop co-branded craft beer products. The RFP aims to select a craft brewery with strong capabilities in communication, branding, marketing, production, and distribution to create two distinct beer products: one featuring the Bucking Horse and Rider (BH&R) and Wyoming's red, white, and blue design, and another University of Wyoming (UW) craft beer in brown and gold with potential UW marks. The solicitation was issued on October 18, 2022, with crafter questions due by October 27, 2022, and proposal responses required by November 8, 2022 at 2:00 PM MDT. A tentative crafter interview and tasting is scheduled for December 9, 2022, with the anticipated full product rollout planned for Summer/Fall 2023.
The selected craft partner must meet mandatory requirements, including having an active permit from the Alcohol and Tobacco Tax and Trade Bureau (TTB), a valid Wyoming state license, and the ability to produce a minimum of fifty barrels of beer annually. The university will evaluate proposals based on nine criteria, including company overview, distribution and sales plan, production capabilities, proposed brew and packaging, beer awards, brand integration strategy, and community engagement. Proposals will be scored on a 0-5 point scale, with total possible points across categories. The university reserves the right to award the contract to the crafter that best meets their needs, with potential in-venue sales opportunities through Wyoming Sports Properties, though current exclusive marketing agreements will limit direct marketing presence.

SECTION III
SCOPE OF WORK
Section 3.1: Introduction
3.1.1 Purpose
The University of Wyoming Trademark Licensing Office (UWTLO) and the State of Wyoming (SOW) are jointly issuing this Request for Proposal (RFP) to select a Wyoming-based craft beer partner with strong communication, branding, marketing, production and distribution capabilities to help design, develop, curate, produce, market and distribute an award-winning and regionally recognizable craft beer.
The proposal is to produce a co-branded craft product to tell the story (the history, pride and tradition) of the Bucking Horse and Rider (BH&R) and the University of Wyoming (UW). This RFP does contemplate both a branded craft beer featuring the BH&R and the SOW’s red, white and blue design as well as a UW craft beer in a brown and gold design that may feature the BH&R, Pistol Pete, or other UW marks. It is anticipated that the branded craft and the UW craft will be rolled out strategically at different times of the year (i.e., prior to football season for the UW craft and prior to summer tourism and rodeo season for the State of Wyoming craft).
3.1.2 History
For over a hundred years, the Bucking Horse and Rider trademark has represented a rich tradition in the State of Wyoming. Use of this image dates back to World War I, when the insignia was used by the Wyoming National Guard as a means of identification on trucks, guns and helmets; a reminder of home and a symbol of the west. In the 20s, the University of Wyoming athletic department placed the Bucking Horse and Rider mark on its athletic uniforms. In 1935, Secretary of State Lester Hunt proposed legislation to make changes to the Wyoming license plate design. The proposed changes were constructed in an effort to combat Wyoming's wide-spread issue of counterfeit license plates. In 1936, Wyoming's uniquely designed license plate containing the Bucking Horse and Rider made its debut and it has been there ever since.
In the early 90s, there was an increased demand for commercial use of the mark. This prompted the SOW and the UW to join together, create legislation and protect the mark to ensure that its ownership is rightfully retained by Wyoming, for the people of Wyoming.
