About this file
This is a Development Opportunity Map document prepared by the City of Ocala, Florida Growth Management Department as Exhibit B to Request for Proposals (RFP) Case GRM/220445. The map illustrates the location and zoning context of approximately 0.45 acres of City-owned property located at 1749 W. Silver Springs Boulevard and 105 SW 19th Avenue in Marion County. The property comprises two parcels (2260-110-023 and 2260-110-026) and is designated for mixed-use development under Residential-Office (RO) zoning. The City sought proposals from qualified development teams to design, develop, and construct a creative mixed-use project on the site, with potential uses including single or two-family housing, professional and business offices, medical and dental offices, limited hairstyling services, complementary commercial uses, and community uses. The City preferred proposals featuring a mix of unique uses with first-floor active uses open to the public along Silver Springs Boulevard. The deadline for written questions was March 2, 2026, at 5:00 p.m. EST, and sealed electronic submissions were due by March 19, 2026, at 2:00 p.m. EST via www.bidocala.com. Construction must commence within six months of closing and be completed within eighteen months.
Developers were required to propose a minimum property purchase price of $90,000, the City's appraised fair market value as of September 2022, with the City preferring higher purchase prices after evaluating costs and benefits. The property would be conveyed by fee-simple sale on an "as-is" basis, subject to City Council approval. Minimum qualifications required developers to have at least five years of relevant project experience, have principally developed and completed at least three similar projects, demonstrate creditworthiness and financial capacity, and maintain a satisfactory contractual performance record. Developers were required to submit comprehensive financial documentation to a Financial Review Committee, including federal corporate income tax returns, financial statements, pro forma and cash flow projections, and evidence of financing commitments. The City and Community Reinvestment Area were willing to consider development incentives, such as contributions toward permits and fees, grants, Tax Increment Financing payments, and infrastructure improvements, subject to fund availability and CRA approval, though short-term cash incentives were not available. No set-asides, disadvantaged enterprise preferences, or incumbent vendors were identified for this development opportunity.
