About this file

This is an exhibit document to an Invitation to Negotiate (ITN) issued by the City of Ocala, Florida, for a development opportunity on approximately 0.45 acres of City-owned property located at 1749 W. Silver Springs Boulevard and 105 SW 19th Avenue. The City seeks qualified development teams to design, develop, and construct a creative mixed-use development project that may include single or two-family housing, professional and business offices, hairstyling shops (limited to three stations), medical and dental offices, complementary commercial uses, and community uses. The City expressed preference for projects incorporating a mix of unique uses with first-floor active uses open to the public along Silver Springs Boulevard. The deadline for submitting written questions was March 2, 2026, at 5:00 p.m. EST, and sealed electronic submissions were due by March 19, 2026, at 2:00 p.m. EST via the City's e-procurement portal at www.bidocala.com. Construction must commence within six months of closing and be completed within eighteen months, with failure to initiate construction resulting in title reversion to the City with forfeiture of all deposits and funds.

Exhibit A, included as part of the ITN package, contains the complete Residential-Office (RO) District Code that governs permitted and special exception uses on the property. The RO district permits residential uses including single and two-family dwellings, residence-office, and residence-gallery configurations; professional and business offices; limited hairstyling services; and medical and dental offices on arterials. The appraised fair market value is $90,000, with developers required to propose a minimum purchase price of at least that amount. The City reserves the right to give preference to proposals with higher purchase prices after evaluating costs and benefits. No specific award value or budget range beyond the minimum purchase price is specified. The City and Community Reinvestment Area are willing to consider development incentives, including contributions toward permits and fees, grants, Tax Increment Financing payments, and infrastructure improvements, though short-term cash incentives are unavailable. Developers must demonstrate minimum qualifications including at least five years of relevant project experience, completion of at least three similar projects, creditworthiness, Florida business authorization, and a satisfactory contractual performance record. Financial documentation required includes two years of federal corporate income tax returns, current financial statements, project pro forma and cash flow projections, feasibility studies, construction cost estimates from licensed general contractors, and evidence of equity investment and financing commitments.
