About this file

This is a Questions and Answers document (Set 1) issued by the California Franchise Tax Board (FTB) on November 15, 2024, regarding RFP FTB-2425-00232-001 for the "California EITC Advertising Campaign." The document addresses six questions submitted by interested parties regarding various aspects of the RFP requirements. The questions cover topics including the RFP Cost Proposal Worksheet accessibility, Privacy Policy submission requirements, Certificate of Insurance requirements, and firm experience requirements. Key clarifications include that prime contractors must independently demonstrate at least five years of business experience in designing and administering media/advertising campaigns, or senior principals must have ten years of relevant experience.

The total contract budget amount is $140,000, which includes all deliverables outlined in Exhibit A: Scope of Work, including advertising costs. The document clarifies that actual evidence of insurance is not required with the proposal submission, though Attachment 14 (Certificate of Insurance) must be completed and signed. The RFP includes a Disabled Veteran Business Enterprise (DVBE) Participation Requirement, and bidders are directed to Section D.2.1 for specific details regarding this requirement. Subcontractors cannot be used to meet the five-year business experience requirement, as the prime contractor must satisfy this qualification independently.

Subject: Questions and Answers Set 1 to Request for Proposal (RFP) FTB-2425- 00232-001

The following questions were submitted by interested parties of the Franchise Tax Board’s (FTB) Request for Proposal (RFP), entitled “California EITC Advertising Campaign,” Bid Log Number # RFP FTB-2425-00232-001.

# QUESTIONS AND ANSWERS

1. Question Received: Regarding this RFP, is there a separate advertising budget, or is the cost of the ad buy included in the total contract budget amount of $140,000.00?

FTB’s Response: The anticipated total contract budget amount of $140,000.00 includes all deliverables outlined in Exhibit A: Scope of Work of this RFP.

2. Question Received: There does not appear to be a viable Excel "RFP Cost

Proposal Worksheet" which is referenced in Section D.4 Cost Requirements and represented by an icon. Please include a separate excel file for this in the solicitation on Cal eProcure.

FTB’s Response: A double-click to the embedded Excel “RFP Cost Proposal Worksheet” referenced in Section D.4 Cost Requirements should open the document. The Excel “RFP Cost Proposal Worksheet” was re-embedded in the RFP Addendum 1. In the event that the re-embedded “RFP Cost Proposal Worksheet” will not open, the “RFP Cost Proposal Worksheet” has been attached to the original advertisement on Cal eProcure as a separate attachment.

3. Question Received: You require a “link” to the proposer’s Privacy Policy. Are you suggesting a hyperlink to a cloud-based storage space, such as DropBox? Can we simply just include the Privacy Policy in its entirety as an appendix in the response?

FTB’s Response: The “link” is the hyperlink to the proposer’s Privacy Policy on their website. If the proposer cannot provide a hyperlink to their Privacy Policy, then the proposer can include a copy of their Privacy Policy with their proposal response. The RFP Addendum 1 has been updated to include this information.

4. Question Received: Attachment 14: Certificate of Insurance. Please confirm that actual evidence of insurance is not necessary for submission with the response to this RFP, rather, the proposer is simply required to fill out Attachment 14 and sign it.

FTB’s Response: Actual evidence of insurance is not required to be submitted with proposer’s response to this RFP. Attachment 14: Certificate of Insurance is required to be completed, signed, and submitted with the proposer’s response to this RFP.

5. Question Received: Are you able to help me better understand…if our media company doesn’t have any disabled veterans working here; then we don’t qualify to offer a bid?

11.15.2024 Questions and Answers Set 1 to Request for Proposal (RFP) FTB-2425-00232-001

FTB’s Response: Please review Section D.2.1 Disabled Veteran Business

Enterprise (DVBE) Participation Requirement of the RFP for details regarding this requirement.

6. Question Received: Will the FTB allow the prime respondent and its subcontractor to collectively meet the firm requirement:

(Section 2.c on page 24):

c. Proposer must demonstrate that they have been in business for at least five (5) years designing, administering, and completing media and/or advertising campaigns; or if the firm has not been in business for at least five (5) years, the senior principals of the firm must provide resumes confirming they have at least ten

(10) years of relevant, and applicable experience with a similar firm(s).

FTB’s Response: No, the prime contractor (respondent/proposer) must meet this requirement independently of any subcontractors.

Sincerely, TaNita Guereca Procurement Official
