The document consists of three sections: a budget spreadsheet, definitions, and a narrative response section. The contract period begins March 1, 2025, and runs through June 30, 2025 (15 months), with an option to extend for three additional years contingent on legislative funding approval.

The budget structure includes a monthly rate of $78,466 for a total annual amount of $941,592.
