About this opportunity

The Washington State Health Care Authority (HCA) is seeking multiple providers to establish transitional post-discharge housing facilities for unaccompanied young adults (ages 18-24) who are leaving Intensive Behavioral Health Treatment Facilities (IBHTF). The Request for Proposals (RFP No. 2024HCA18) aims to create housing solutions with 6-10 bed capacities that will provide safe, trauma-informed, and recovery-focused support for 1-90 days. Providers must demonstrate experience working with young adults with behavioral health needs and offer 24/7 staffing with at least one awake staff member at all times. The evaluation criteria will include scoring across multiple dimensions: Written Proposal (3,500 points), Executive Order 18-03 compliance (200 points), and Cost Proposal (1,000 points), totaling 4,700 possible points. Key proposal dates include a pre-proposal conference on November 26, 2024, proposal submissions due December 19, 2024, at 1:00 PM Pacific Time, proposal evaluations from December 30, 2024, to January 6, 2025, and a potential contract start date of February 1, 2025. HCA specifically requires at least one facility on each side of the Cascade Mountains and expects providers to collaborate with discharge planners and support providers.

The contract includes provisions for disadvantaged business participation, with bidders required to complete a Diverse Business Inclusion Plan indicating percentages for minority, women, veteran, and small business involvement. Funding for the initial contract term is capped at $1,177,000, with $50,000 specifically allocated for Flexible Funding to help young adults obtain or maintain permanent housing and meet essential household needs. Bidders must be licensed to do business in Washington State and provide detailed information about their organizational capacity, including three professional references. The contract period runs from February 1, 2025, to June 30, 2025, with potential for three one-year extensions contingent on legislative funding. A monthly rate of $78,466 is established, translating to an annual amount of $941,592. One interested subcontractor, GENX Professional LLC, has already been identified as potentially capable of providing housing for up to four participants. The program is designed as a voluntary post-discharge housing initiative, not a clinical setting, with mobile crisis response providers available throughout Washington state to support participants.
