A. Purpose and Description of Services
The State Controller’s Office (SCO) is seeking proposals from experienced firms and professionals to provide consulting and advisory services to fully incorporate virtual currency and other digital assets into its unclaimed property program.
Digital financial assets (DFA) are commonly known as cryptocurrency, virtual currency, or digital currency.
The State of California passed new legislation, Senate Bill (SB) 822, specifically making DFA, subject to reporting and remittance in its native form under the Unclaimed Property Law. The Contractor shall provide consulting services to promptly integrate the developed and needed standard operating procedures into the current unclaimed property holder reporting period for 2026 so UPD staff can then proceed forward on a maintenance and operating perspective. Holder reports for 2026 are due by October 31, 2026.
See the Standard Agreement, Exhibit A, Scope of Work, for a complete description of services and links to the underlying online resources that will be needed by the Contractor to provide these services.
1. Background – Unclaimed Property Program
The California Unclaimed Property Program (Program) is part of a national effort that offers consumers a central location to search for financial assets left inactive by its owner for a period of time, typically three (3) years. The Program has been in existence since 1968 and is governed by California Code of Civil Procedure (CCP) section 1500 et al., Unclaimed Property Law (UPL). The UPL requires financial institutions, insurance companies, corporations, businesses, and certain other entities to report and submit their customers’ property to SCO when there has been no activity for a period of time generally three (3) years. These entities are referred to as Holders in the UPL and by the Program. Common types of unclaimed property include but are not limited to bank accounts, stocks, uncashed checks, insurance benefits, wages, and safe deposit box contents. DFA was always implicitly included as unclaimed property but the enactment of SB 822 clarified treatment of the property.
2. Agreement Term
The term of this Agreement shall be for two (2) years, with the options to execute up to one (1) optional one-year extension to complete remaining deliverables. The rates in Attachment 21, Cost Worksheet will not increase as a result of any amendment to this agreement. This agreement may be terminated by SCO with a 30-day written notice to the Contractor.
Contractors are cautioned that no work will begin until the Agreement has been fully executed. If work is performed prior to agreement approval, and the Agreement for any reason is not approved, all previous work performed by the Contractor is considered donated to SCO and no payment shall be made for that work.
3. Agreement Amount
The Contractor and the SCO Contract Manager (CM) are responsible for monitoring the Agreement cost to ensure it does not exceed the maximum amount of the Agreement without an executed amendment.
B. Minimum Qualifications
Proposers must meet all of the following Minimum Qualifications (MQ) and submit the required attachments and any documents (i.e., organizational charts, resumes, and degrees, etc.) that clearly explain and substantiate how the particular Minimum Qualification is met to be considered responsive. A responsive proposal is one that meets or exceeds all the requirements stated in this RFP. Any proposal that does not meet the MQs and does not submit the required documents may be considered non-responsive and may be disqualified.
1. Firm Minimum Qualifications
The Firm is expected to have a proven record of success providing consulting services related to unclaimed property operations and experience in providing guidance and related policies on holding digital assets and be responsible for all aspects of the service, including any subcontractors and the project team/proposed key staff.

For the purpose of assessing Key Staff Minimum Qualifications, one (1) year of experience is defined as 52 weeks of full-time work (40 hours per week). Project dates may overlap with multiple project engagements, however, if there are overlapping project dates, Key Staff will only receive a maximum of 50 hours per week credit (Time Base) for that same period.
Each proposed Key Staff must meet one or more of the KSMQ.
a. A minimum of two (2) years’ experience, within the past 10 years, providing guidance and related policies on administering digital assets (holding, managing, trading, valuation, auditing, etc.).

Additional qualifying experience may be substituted for the required education on a year-for-year basis. Four (4) years’ experience can be substituted for a bachelor’s degree. The substituted experience must be in addition to the required years of experience. Example: If the experience requirement is five (5) years, and the individual is substituting four (4) years’ experience in lieu of a bachelor’s degree, a total of nine (9) years of experience must be submitted to claim this qualification.
3. Background Check
This agreement requires the proposed Key Staff performing the services of this RFP to pass a Live Scan background check. Upon notice of agreement award, SCO will provide the Contractor all necessary forms and locations for each proposed Key Staff to complete the background check process.

Live Scan location of their choosing.

If a Contractor’s proposed Key Staff does not pass the Live Scan background check process, the Contractor must replace the offered individual with a new candidate within seven (7) business days that meets or exceeds all requirements stated in Section B, Minimum Qualifications, Item 2, Key Staff Minimum Qualifications.
