About this file
This is a Firm Minimum Qualifications (FMQ) workbook for a consulting services contract opportunity issued by the California State Controller's Office (SCO) to support the integration of digital financial assets into the state's unclaimed property program. The workbook provides instructions and templates for proposers to demonstrate their qualifications across multiple FMQ categories. The contract involves consulting and advisory services to incorporate virtual currency and other digital assets into unclaimed property operations, with the goal of developing and implementing standard operating procedures before the 2026 holder reporting period closes on October 31, 2026.
The FMQ workbook establishes specific qualification thresholds that proposing firms must meet, including at least five years of experience supporting public-sector entities or organizations with program assets exceeding $250 million in designing and implementing unclaimed property operations, and at least three years of experience providing guidance and policy on digital assets to similar entities. Proposers must complete detailed project documentation including client references, contract values, firm roles, and timelines to validate their qualifications. The workbook prohibits the use of internal organizational clients as references and restricts projects marked as classified, confidential, or subject to non-disclosure agreements. SCO reserves the right to reject any proposal deemed nonresponsive due to insufficient information demonstrating FMQ compliance.
