About this file

Summary

This is a Key Staff Minimum Qualifications (KSMQ) and Key Staff Desirable Qualifications (KSDQ) workbook for the State Controller's Office (SCO) in California related to consulting services for digital financial assets and unclaimed property operations. The document provides instructions and templates for proposers to demonstrate that their key staff meet specified experience and educational requirements for this consulting engagement. Proposers must complete detailed worksheets for each key staff member, documenting project experience, client references, time commitment, and duration of work to satisfy four Key Staff Minimum Qualifications: (1) a minimum of two years' experience within the past 10 years providing guidance on administering digital assets; (2) a minimum of five years' experience within the past 10 years providing consulting services related to unclaimed property operations; (3) a minimum of three years' experience within the past five years in designing and supporting implementation of the Kelmar Abandoned Property System (KAPS) including organizational change management; and (4) possession of a bachelor's degree in computer science, information systems, finance, business administration, Juris Doctor, or closely related field. All proposed experience must have been provided to external clients with verifiable references and cannot be marked as classified or under non-disclosure agreements. One year of experience is defined as 52 weeks of full-time work at 40 hours per week.

The workbook accommodates up to three proposed key staff members and allows proposers to document up to 10 projects per staff member to demonstrate qualification satisfaction. The document includes example formats showing how to present project details including project name, client name, contract value, staff role, detailed description of relevant experience, reference contact information, start and end dates, time base (hours per week), percentage of time dedicated, and calculated duration in years. The Key Staff Desirable Qualifications section provides point-scoring opportunities for experience above minimum thresholds, with specific point allocations for years of digital asset management experience for large-scale government entities, legal experience in unclaimed property law, and active professional certifications (CPA, CA, or FASB). Proposers are instructed not to copy the SCO-provided qualification statements into their descriptions, as insufficient detail may result in proposal rejection.
