About this file

This Addendum 1 document clarifies key requirements for RFP DES 2026-23 issued by the New Hampshire Department of Environmental Services (NHDES) for development of a Water Infrastructure Funding Dashboard. The project requires a firm to create an interactive dashboard presenting water infrastructure funding data from multiple sources including the American Rescue Plan Act of 2021 (ARPA), Bipartisan Infrastructure Law (BIL), and State Revolving Funds (DWSRF and CWSRF). The dashboard will incorporate approximately 400 funded projects from 2021 to present, with interactive features including project narratives, geographic mapping, and filtering capabilities by town and project type. The contract term spans five years, with Year 1 focused on dashboard development and Years 2-5 dedicated to maintenance updates occurring no more than twice yearly. The firm inquiry period closes September 4, 2026, with oral interviews scheduled for October 5, 2026, and estimated selection notification by November 6, 2026. The dashboard does not need to be built within NHDES's existing ArcGIS Online environment and may be hosted by the selected firm during the contract period, with an option for NHDES to assume hosting at contract conclusion.

The addendum clarifies that no established budget or not-to-exceed amount has been designated for the five-year contract, with all proposed costs evaluated as part of the overall submission. Hosting costs for the full five-year period must be provided as a separate line item. NHDES will supply written project narratives and any necessary edits or additions to project data for the contractor to incorporate into the dashboard; the firm is not responsible for content creation. Evaluation criteria weight project understanding and vision at 40 percent, firm experience and qualifications at 25 percent, cost information at 25 percent, and proposed schedule at 10 percent. Proposals must include total project costs with itemized task breakdowns, hourly billing rates for personnel, and a detailed completion timeline in PDF format, with firms required to demonstrate relevant interactive dashboard development experience through examples and be prepared for product demonstrations if requested.

The State of New Hampshire

DEPARTMENT OF ENVIRONMENTAL SERVICES

Robert R. Scott, Commissioner

New Hampshire Water Infrastructure Funding Dashboard RFP DES 2026-23 – Addendum 1

August 2026

A. Clarifications

Question 1: Is there an established budget or not-to-exceed amount for the five-year contract?

State Response 1: There is no established budget or not‑to‑exceed amount designated for the five‑year contract. We are seeking proposals that outline a comprehensive and cost-effective approach to meeting the scope of services described in the RFP. All proposed costs will be evaluated as part of the overall submission.

Question 2: Section II.B states that the selected Firm may be contracted to host the dashboard.

Should the total cost in Section III.H include hosting for the full five-year period, or should hosting be priced as a separate line?

State Response 2: Please include pricing for hosting the dashboard for the full five-year period as a separate line item.

Question 3: NHDES already publishes an ArcGIS Hub open data site. Does NHDES require the new dashboard to be built and hosted within its existing ArcGIS Online organization?

State Response 3: NHDES is open to a dashboard that is built and hosted in any format that meets the needs as defined in the RFP. The dashboard does not necessarily need to be built/hosted in ArcGIS Online.

Question 4: Will NHDES staff add or edit project data themselves between the twice-yearly updates described in Section II.B.a?

State Response 4: NHDES will provide any necessary edits or additions to the project data for the contracted Firm to incorporate into the dashboard.

Question 5: Section II.A.a.iv calls for a narrative for each project. Will NHDES supply the written narratives, or should proposers include writing them?

State Response 5: NHDES will supply the written project narratives.

Question 6: Approximately how many funded projects are in the initial 2021 to current data set?

State Response 6: Approximately 400 funded projects are included in the initial list.

Question 7: Is the new dashboard intended to replace the existing NHDES ARPA story maps, or to run alongside them?

State Response 7: The new dashboard is intended to supplement the existing NHDES ARPA story map to present data on additional funding sources which include: American Rescue Plan Act of 2021 (ARPA), RFP DES 2026-23 Addendum 1 – NH Water Infrastructure Funding Dashboard RFP 8/25/2026 Page 2 of 2

Bipartisan Infrastructure Law (BIL) and Drinking Water and Clean Water State Revolving Funds (DWSRF and CWSRF, respectively).

Question 8: This RFP does not appear on the statewide Bids and Proposals portal. Where will NHDES publish the addendum with responses to inquiries?

State Response 8: The addendum will be published as an attachment to the bid file on the NH Department of Administrative Services Procurement and Support Services Bids page.
