About this file

This document is Addendum #4 for a Cybersecurity Audit Re-Bid Request for Proposal (RFP) issued by the Confederated Tribes of Coquille Indian Tribe (CIT) on October 16, 2025. The addendum addresses modifications to previous addenda and provides clarifications to questions received before the Request for Information (RFI) deadline. The addendum focuses on resolving potential conflicts or inconsistencies with previous solicitation documents and provides guidance for proposal submissions.

The addendum specifically addresses three key questions from potential respondents: clarification on State of Oregon licensure requirements for team members, guidance on displaying project personnel and associated costs in Attachment B, and instructions for completing pricing details. CIT indicates flexibility in the presentation of personnel positions and their associated rates, emphasizing that the response should include the positions to be assigned to the project. No specific pricing, funding sources, or contract term details are provided in this addendum.

RFP for CIT Cybersecurity Audit Re-Bid

Addendum #4 October 16, 2025

This Addendum is hereby issued to inform you of the following revisions and/or clarifications to the above-referenced RFP and/or the Contract Documents for the Project, to the extent they have been modified herein. Any conflict or inconsistency between this Addendum and the Solicitation Document or any previous addenda will be resolved in favor of this Addendum. Proposals shall conform to this Addendum. Unless specifically changed by this Addendum, all other requirements, terms and conditions of the Solicitation Document and or Contract Documents, and any previous addenda, remain unchanged and can be modified only in writing by CIT. The following changes are hereby made:

Modifications to previous addendums:

• Deleted, addendum 3 page “Additional questions have been received that have not been outlined in this addendum and will follow in a future addendum.” this language was included in error in the previous addendum.

Questions Received:

The questions below were received before the RFI deadline and were mistakenly omitted from addendum 3.

• On page 8, section 2b asks for respondents to provide “valid State of Oregon licensure for all team members required to be licensed by state law.” Can the Tribe please clarify what license(s) would satisfy this requirement and/or which in-scope services, if any, would require a license in the State of Oregon?

o Answered in previous addendum.

• On page 21, Attachment B asks for a list of all project personnel alongside the associated costs. How would the Tribe prefer the personnel list be displayed on the attachment? Is this list in addition to the ‘Cybersecurity Team’ section of our response?

o The expectation is for the response to include the positions that will be assigned to the project. CIT does not have a preference as to the order or the titles of the positions.

• On page 21, in reference to Attachment B, if we plan on providing firm, fixed pricing for this engagement, how would the Tribe prefer the unit, quantity, and rate columns be completed?

o The expectation is for the response to include the positions that will be assigned to the project and their associated rates. CIT does not have a preference as to the order or the titles of the positions.
