SECTION B — DESCRIPTION / SPECIFICATIONS / STATEMENT OF WORK (SOW)
B.1 PURPOSE
The purpose of this contract is to provide all labor, materials, equipment, engineering, quality control, safety oversight, and supervision necessary to replace the existing electrical subpanel at the INL warehouse (Air Wing #2) located at the FAP Base–Callao, Lima, Peru. The Contractor shall deliver a safe, code-compliant, fully commissioned system with complete documentation and minimal operational disruption.
B.2 BACKGROUND
The International Narcotics and Law Enforcement (INL) warehouse located within Air Wing #2 (Group 8) at the FAP Base–Callao requires replacement of an existing electrical subpanel to support safe, reliable operations and compliance with applicable electrical codes and mission requirements. The existing subpanel serving the INL warehouse has reached the end of its service life and no longer meets operational reliability standards or current electrical code requirements. Replacement is required to ensure safety, reliability, and compliance with applicable U.S. and Peruvian codes, as well as mission-specific requirements.
B.3 PERFORMANCE OBJECTIVE AND APPROACH
This Statement of Work is performance-based: the Government describes the required results and measurable performance standards, while allowing the Contractor to propose methods that achieve those outcomes efficiently and safely (See FAR 37.602 for performance work statements).
The Contractor shall provide all labor, materials, equipment, engineering, QA/QC, safety, and supervision necessary to replace the existing electrical subpanel at the INL warehouse (Air Wing #2), delivering a safe, code-compliant, fully commissioned system with complete documentation.
The approach is performance-based (PWS), focusing on required results and measurable standards.
