About this file
This is Amendment 0001 to Solicitation 19PE5026R0001 issued by the American Embassy Lima's General Services Office (GSO) Procurement office. The amendment extends the proposal submission deadline to Wednesday, June 10, 2026, at 12:00 pm Lima time and implements comprehensive renumbering of solicitation sections from Section C to Section B throughout the document.
The solicitation pertains to civil and electrical works at FAP Base in Callao, Peru, with three primary contract line items (CLINs): CLIN 0003 for civil works including wall/floor preparation, conduit installation, repair, grouting, and painting; CLIN 0004 for electrical subpanel supply and installation with specified technical requirements (32-pole panel, copper busbar, RAL 7035 finish, salt-fog rated); and CLIN 0005 for circuit breakers and protection devices including thermal-magnetic breakers, RCCBs, LED indicators, and fuse holders. All CLINs are priced on a Fixed Price (FFP) basis. The amendment modifies invoicing requirements to align VAT with Peruvian tax regulations and changes VAT evaluation from a separate assessment to inclusion in the base price comparison. The period of performance is 60 calendar days from Notice to Proceed with incorporation of FAR 52.242-17 Government Delay of Work clause. Insurance requirements are now mandatory, requiring contractor compliance with Peruvian law including SCTR, EsSalud, and General Liability insurance, as the Defense Base Act does not apply to host government facilities. The performance bond guaranty amount has been increased from 20% to 50% of the contract price in U.S. dollars. Technical evaluation criteria emphasize clear understanding of work requirements in Section B and consideration of past performance per Section J.
