About this file
This is a Questions and Answers sheet for RFP 19PE5026R0001 regarding electrical subpanel replacement services. The document clarifies procurement requirements and does not address required products or services in detail, but rather provides responses to bidder inquiries about the solicitation.
Key clarifications include: grounding connections require only attachment to the new panel box without additional wiring to the grounding well; accessories for connecting existing wiring include electrical terminals and insulated conduits; the Government does not provide single-line diagrams of the existing panel, and offerors are responsible for field verification regardless of site visit attendance; alternative brands to Siemens or Schneider are acceptable if they meet equivalent quality standards, are industry-recognized, comply with technical specifications in Section B.4.2.3, are compatible with copper busbar panels, are rated for salt-fog/coastal environments, and meet NEC, CNE, and manufacturer requirements. Volume II pricing must separately itemize Peruvian VAT (18% IGV) under CLIN 0009, with offerors demonstrating active SUNAT tax status and RUC registration. Responsibility determination requires SAM.gov registration, current RUC certificates, Peruvian incorporation documentation (Partida Registral), three-year past performance history for similar work, one-year minimum company operating history, and FAR 9.104 compliance. The successful contractor must provide a Bank Guarantee Letter (Carta Fianza) equal to 50% of total contract price within 10 calendar days of award, reduced to 10% post-acceptance for a 12-month defects liability period. Performance begins upon issuance of the Notice to Proceed following contract award and acceptance of required guarantees and insurance documents.

RFP 19PE5026R0001 – Electrical Subpanel Replacement (Q&A sheet)
Question 1: Should the scope of service include wiring from the new panel to the grounding well?
Answer: The current electrical panel is equipped with a ground connection, and the only requirement for this service is to establish a connection to the new panel box.
Question 2: CLIN 0006 indicates "feeders." Please specify which items, appliances, or equipment include new electrical "feeders"?
Answer:
Please refer to section B.4.2 for minimum scope and technical specifications.
Accessories are those items needed to connect the existing wiring to the new panel, such as electrical terminals and insulated conduits.
Question 3: Please send the single-line diagram of the existing panel that will be replaced.
Answer: The Government does not have a single-line diagram of the existing panel available to provide at this time. As stated in the solicitation, the Government may provide available site data and existing drawings if any exist, but does not guarantee the accuracy or completeness of any Government-Furnished Information (GFI). The Contractor is responsible for verifying all field conditions, dimensions, and utility interfaces.
This is precisely why attendance at the mandatory site visit was strongly encouraged. Offerors who attended the site visit on May 29, 2026, had the opportunity to inspect the existing panel and document its current configuration. If an offeror did not attend the site visit, they are still responsible for understanding the full scope of work and may not use the absence of existing drawings as grounds for additional payments or changes to the contract. (Page 22, 25, 38)
Question 4: In Section B.4, the Siemens or Schneider brand is indicated; can we propose brands of equivalent quality?
Answer: The solicitation specifies circuit breakers and protection devices from recognized brands such as Siemens or Schneider. The use of the phrase
"such as" indicates that these are cited as examples of recognized, acceptable brands — not as exclusive mandatory brands. However, any proposed alternative brand must:
• Be of equivalent or superior quality
• Be a recognized brand in the industry
• Meet all technical specifications outlined in Section B.4.2.3 (thermal-magnetic breakers, RCCBs, LED indicators, fuse holders, etc.)
• Be compatible with the copper busbar panel specified
• Be rated for salt-fog/coastal environments
• Meet all applicable NEC, CNE, and manufacturer requirements
Offerors proposing alternative brands must clearly identify the proposed brand and model in their technical proposal (Volume I) and provide full technical datasheets in their material submittals. The Government reserves the right to reject any proposed materials that do not meet the minimum technical requirements. All materials must be new and free of defects. (Page 12, 17, 43)
Question 5: In the presentation of Volume II, explain the requested point:
"VAT Calculation and Documentation Approach."
Answer: As part of Volume II (Price Proposal), offerors are required to address Value Added Tax (VAT) separately. Specifically, offerors must:
1. VAT Calculation: Clearly calculate the applicable Peruvian VAT (currently 18% IGV under Peruvian tax law) applied to the subtotal of CLINs 0001– 0008. This amount must be entered separately under CLIN 0009.
2. Documentation Approach: Offerors must commit to the issuance of facturas (tax invoices) in compliance with SUNAT requirements.
Offerors should note that the Contractor's RUC number and active tax status under SUNAT must be demonstrated as part of the proposal package. Please refer to the SF-30 amendment.
Question 6: With reference to Section K — Evaluation Criteria, what documents must be submitted or will be evaluated for the review of: 3.
Responsibility Determination?
Answer: The Responsibility Determination is conducted in accordance with FAR
9.104 and is a separate assessment from technical acceptability and price evaluation. Contractors must be registered in SAM.gov, additionally to support the Government's responsibility determination, offerors must submit the following documents as part of their proposal:
Legal and Corporate Standing:
• Current RUC Certificate issued by SUNAT (must show active status, company legal name, and tax address in Peru)
• Partida Registral – Certificate of Incorporation from SUNARP showing:
o Company legal name (Razón Social) o Registration number (Partida Electrónica) o Date of incorporation o Legal representative(s) o Registered office address in Peru o Current active status (Vigente)
Past Performance:
• List of all contracts and subcontracts held over the past three years for the same or similar work, including:
o Customer name, address, and contact information o Contract number and type o Award date, place of performance, completion dates, and contract dollar value o Brief description of work and responsibilities o Any litigation currently in process or occurring within the last 5 years
Additional Requirements:
• The company must be legally incorporated and operating in Peru and must have been in existence for at least one year (required for warranty support purposes)
• Compliance with all applicable FAR 9.104 responsibility standards, including business integrity/ethics standard, adequate financial resources, ability to comply with performance schedule, satisfactory performance record, and necessary organization/experience/equipment (Page 23, 77 ,80)
Question 7: Indicate the "Letters of Guarantee" requested.
Answer: The solicitation requires the successful Contractor to provide a Bank Guarantee Letter (Carta Fianza) as performance/payment protection. The specific requirements are as follows:
• Amount: 50% of the total contract price
• Due Date: Within 10 calendar days after contract award
• Form: Must follow the format provided in Attachment #2 – Sample Letter of Bank Guaranty included in the solicitation
• Coverage Period: The Bank Guarantee must remain in effect in the full amount (50%) until final acceptance of the project by the Government
• Post-Acceptance Reduction: Upon final acceptance, the penal sum of Bank Guarantee is reduced to 10% of the contract price. This 10% post‑acceptance guarantee remains in effect for the duration of the Defects Liability Period, which is twelve (12) months from the date of final acceptance
• Failure to Submit: Failure to timely submit the required Bank Guarantee may result in rescission or termination of the contract, and the Contractor will be liable for costs under FAR 52.249-10 (Default – Fixed-Price Construction)
The Bank Guarantee must guarantee:
1. The Contractor's execution and completion of work within the contract time
2. Correction of any defects after completion
3. Payment of all wages and amounts payable under subcontracts
4. Satisfaction or removal of any liens or encumbrances placed on the work.
Please refer to pages (34, 43, 70)
Question 8: Please indicate the tentative start date of the service.
Answer: The solicitation does not specify a fixed calendar start date for performance. The period of performance begins upon issuance of the Notice to Proceed (NTP), which will be issued by the Contracting Officer after contract award and after receipt and acceptance of the required Bank Guarantee Letter (Carta Fianza) and insurances.
