Summit County Government Vendor Accessibility Checklist This checklist should be referred to throughout the process of purchasing digital products and services. It provides guidance about what to look for when evaluating digital products and services, including questions and information that can be requested of vendors.

The vendor should indicate whether the goods and/or services proposed to be provided fully conform with the accessibility guidelines of the Web Content Accessibility Guidelines (WCAG) 2.2 level A and AA published by the World Wide Web Consortium (W3C).

During vendor demonstrations, the vendor should demonstrate the Web Content Accessibility Guidelines (WCAG) 2.2 level A and AA published by the World Wide Web Consortium (W3C).

1. Do you have an accurate Accessibility Conformance Report (ACR) for the version of the product(s) in this solicitation response completed using an ITI VPAT template(opens in new window) 2.3 or higher? If so, please provide documentation.

2. Does the ACR indicate that your product(s) is in compliance with WCAG 2.1 Level A and AA and/or applicable sections of US Section 508 of the Rehabilitation Act of 1973 Chapters 3,4,6(opens in new window)?

3. What metrics are in place to track progress with the Accessibility plan/initiative?

4. If yes to question 1, what tools/methods were used to test and complete the ACR? (If not satisfactory under “Evaluation Methods Used”)

5. Can you provide a copy of the accessibility test plan for the product? Accessibility test results? Issues found and corrective actions planned?

6. What client platforms, operating systems (including mobile), browsers, assistive technologies, and versions of all of those…were used as test environments?

7. Do you have a corrective actions process that includes accessibility issues and how are they prioritized?

8. At what points in the design and development process do you integrate accessibility criteria or perform accessibility-related activities for compliance with accessibility standards?

9. How do you keep up with the legal requirements and laws regarding accessibility?

10. What accessibility training courses and curriculums are required of your development/test resources to ensure accessibility-compliant deliverables? Is accessibility training or support updated on a regular basis for internal teams?

11. If your product is not compliant, do you have a committed plan or roadmap to achieving compliance and by when?

12. Do you work with third-party accessibility vendors to certify your product is compliant to accessibility standards? If yes, can you provide their attestation?

13. Do you have an accessibility policy and are there initiatives in place throughout the organization in support of that policy?

14. Do you have an accessibility team?

15. Do you have any people on your team, or a third party trained in the use of JAWS, Voiceover, or other screen readers as a test tool? Do you utilize actual screen reader users in the UX testing of your products?

16. Can you provide a demonstration of the product by an actual JAWS user?

17. Do you have an accessibility statement of commitment (i.e. a mission statement) about digital accessibility?

18. What governance model is in place to oversee Accessibility standards?

19. Do you utilize an Accessibility Maturity Model(opens in new window) to drive accessibility initiatives to improve compliance posture, etc. over the long term?

20. Do you have direct contact information (phone and email) for the individual in the company who can address questions about the accessibility of good(s)/service(s)?
