Agency Background Information

RFP Overview

Summit County Government (“County”) is soliciting bids for a fully integrated Public Safety Software system that includes Computer Aided Dispatch System (CAD), Mobile Data Computing (MDC), Records

Management System (RMS), and Jail Management System (JMS).

The following provides information about the Summit County 911 Center (SC911) and participating agencies as background information for interested bidders.

Agency Overview

The Summit County 911 Center is the single consolidated Public Safety Answering Point (PSAP) for all of Summit County, and operates under an IGA as the emergency communications center for the following eight (8) public safety agencies:

• Summit County Sheriff’s Office, o including the Detention Facility and Animal Control divisions

• Blue River Police Department

• Breckenridge Police Department

• Dillon Police Department

• Frisco Police Department

• Silverthorne Police Department

• Summit Fire & EMS Fire Protection District

• Red, White and Blue Fire Protection District

While SC911 dispatches two Fire/EMS agencies, they are currently configured as a single agency.

Following the incorporation of the Town of Keystone in 2024, configuration changes were made to track and report on calls for service in that municipality as a separate agency, however at this time there is no

Keystone Police Department. Services are handled by the existing participating public safety agencies.

Additionally, SC911 provides limited communication, support, or collaboration with the following associated County agencies among other local and regional public safety-related organizations:
