About this file
This document is an Attachment E Certified Disadvantaged Business Outreach Plan for an Oregon state procurement, specifically for Debt Collection Services (RFP S-10700-00013566). The attachment requires proposers to demonstrate their commitment to providing equal opportunities for Certified Firms, which are small businesses certified under ORS 200.055 by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses.
The document outlines a detailed process for proposers to document their current and potential engagement with certified disadvantaged businesses, including reporting requirements such as listing existing contractual relationships with certified and non-certified minority or small businesses, identifying potential subcontracting opportunities, and describing steps to solicit certified firms. Proposers must indicate whether they are an Oregon certified firm, provide their certification type and number if applicable, and indicate their willingness to report subcontractor identities and contract values to COBID if awarded the contract. The form emphasizes that the submitted information will not be considered in any scored evaluation, suggesting a focus on encouraging diverse business participation without penalizing or advantaging proposers based on their current business relationships.
