About this file
This document is Amendment 1 to Request for Proposal (RFP) S-10700-00013566 issued by the Oregon Department of Administrative Services, State Procurement Services (DAS SPS) for Debt Collection Services. The amendment modifies two key sections of the original RFP: Section 5.4 regarding negotiation and contractor selection methodology, and Section 21 concerning insurance requirements. The amendment introduces more detailed insurance specifications, including comprehensive coverage requirements for workers' compensation, commercial general liability, automobile liability, professional liability, network security and privacy liability, crime protection, and excess/umbrella insurance. The amendment maintains the original RFP's approach of potentially awarding multiple Master Service Agreements and using a best value analysis for contractor selection.
The insurance requirements outlined in the amendment are particularly extensive, mandating specific coverage limits and conditions for various insurance types. For instance, commercial general liability insurance must be at least $1,000,000 per occurrence with a $2,000,000 annual aggregate, while network security and privacy liability insurance requires a $5,000,000 per claim limit. The amendment also specifies additional insured endorsements, waiver of subrogation provisions, and requirements for continuous claims-made coverage. Contractors must provide certificates of insurance before delivering goods or performing services, and they are required to maintain these insurance coverages throughout the contract duration, including extended reporting periods and warranty timeframes.
