About this file

This is a Minority Business Enterprise (MBE) attachment document for a Request for Proposal issued by Montgomery County Public Schools (MCPS) in Maryland for Spanish language reading comprehension and proficiency web-based assessments. MCPS seeks qualified assessment providers to deliver evidence-based, adaptive web-based assessments targeting students in Grades 3-5 enrolled in Two-Way Immersion Programs, measuring Spanish language and literacy comprehension with grade and age-appropriate item types. The district anticipates assessing approximately 1,250 students in Grades 3-5 and approximately 2,800 students in Grades K-5 across the two-way immersion program, involving approximately 72 teachers. The system must deliver real-time and longitudinal data with customizable reports at district, school, grade, classroom, and individual student levels, with data producible in accessible formats and multiple languages for family access. Proposals are due August 17, 2026, at 2:00 p.m. under RFP 4617.2. The anticipated award date is September or October 2026. The initial contract term is two years, with MCPS retaining the option to extend for up to three additional one-year terms at existing prices and conditions, provided 90 days' written notice precedes contract expiration.

Respondents must submit point-by-point RFP responses, separate pricing proposals, a minimum of five references from comparable-sized school districts, a list of current school district clients, and vendor annual fiscal reports demonstrating financial stability. The system must include technical integration capabilities such as single sign-on compatibility with Microsoft Azure/AD, Google SAML, or Clever SSO; OneRoster or Clever rostering support; automated data transfer to the Student Information System; daily data backups with full weekly backups; and five-year data retention for individual students. All materials must comply with WCAG 2.1 Level AA accessibility standards, FERPA, COPPA, PPRA, and Maryland Student Privacy Act requirements. Vendors must provide a current SOC 2 Type 2 report and participate in independent privacy evaluations such as the Common Sense Privacy Seal or iKeep Safe. The district anticipates administering at least two tests per year, beginning and end of school year, and intends to implement the assessment system alongside existing mClass Lectura decoding assessments. Data export to Performance Matters and direct connection via Clever are preferred capabilities.
