About this file
This is a Questions and Answers (Q&A) document issued by the Montgomery County Public Schools (MCPS) Office of Finance Department of Procurement in Rockville, Maryland, dated August 3, 2026, addressing vendor inquiries regarding RFP No. 4617.2 for Spanish Language Reading Comprehension and Proficiency Web-based Assessments. The RFP seeks qualified assessment providers to deliver evidence-based, web-based adaptive assessments for students in grades 3-5 within MCPS's Two-Way Immersion Programs, measuring progress in Spanish language and literacy comprehension. The district will assess approximately 1,250 students in grades 3-5 and approximately 2,800 students in grades K-5 across the two-way immersion program, with approximately 72 teachers involved. The assessments must include at least two tests per year, administered at the beginning and end of the school year. Assessment rubrics must be grade-level appropriate and aligned to standards, with data available for export to Performance Matters and direct connection via Clever preferred. The district anticipates implementing the assessment system alongside existing mClass Lectura decoding assessments.
Respondents should submit pricing proposals as separate documents in any format, detailing content, timeline for implementation, training, and professional development. The security requirements include provision of a current SOC 2 Type 2 report and participation in independent privacy evaluations such as the Common Sense Privacy Seal or iKeep Safe. The assessment system must provide real-time and longitudinal data with customizable reports at district, school, grade, classroom, and student levels, with individual student data producible in accessible formats for families in multiple languages. Computer-adaptive technology systems are acceptable and do not require traditional fixed-form assessment formats or supplementary rubrics if their adaptive mechanisms ensure grade-level alignment to standards.
