About this file

This is a Request for Proposal (RFP) application attachment issued by the County of Orange, California, through OC Community Resources, soliciting proposals for WIOA Title I Career Services for Adult and Dislocated Worker programs. The RFP (#012-2933801-JM) seeks qualified firms to deliver comprehensive workforce development services including job search assistance, job readiness training, resume development, supportive services, case management, and training services for eligible adult and dislocated worker populations in Orange County and San Diego City jurisdictions. Applicants must submit detailed proposals not exceeding 25 single-sided pages, typewritten and double-spaced in Arial 12-point font, addressing seven mandatory sections: Applicant's Background and Qualifications, Key Personnel and Proposed Staffing, Scope of Services, Performance, Partnerships and Innovation, Quality and Effectiveness of Work Plan, and Infrastructure. The pre-proposal meeting is scheduled for October 23, 2025, written questions are due by November 19, 2025 at 2:00 pm, and proposals are due by December 10, 2025. The initial contract term runs 12 months from July 1, 2026 to June 30, 2027, with potential for up to three one-year renewal options.

The total available funding is $5,000,000, with $2,350,000 allocated for the WIOA Adult Program and $2,650,000 for the WIOA Dislocated Worker Program. Reimbursement will be conducted monthly through a cost reimbursement mechanism with a 15% administrative (indirect) cost limitation. Applicants must demonstrate a minimum of one to three years of expertise depending on position, with public sector experience preferred, and must propose staffing and infrastructure capable of supporting service delivery at two primary Workforce Solutions Centers in Brea and Laguna Niguel, along with affiliate locations and a mobile unit. The evaluation process utilizes a two-phase approach: written proposal scoring (600 points maximum) and a potential presentation/interview phase (400 points maximum), with emphasis on staff expertise, project approach, performance tracking, partnership development, and federal compliance. Funding is contingent on federal WIOA Adult and Dislocated Worker Formula Grant availability, and the County encourages proposals from veteran-owned, minority-owned, women-owned, and socially disadvantaged businesses.
