About this file
The document is a Request for Proposal (RFP) Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division for the Fort Wilkins State Park Water/Sewer System Upgrades project. The addendum addresses six key questions from potential proposers regarding the project scope, with the proposal due date set for 4/4/2019. The project involves two primary scope items: water system upgrades (Scope Item #1) funded through construction phases 500, 600, and 700 services, and a sewer system assessment (Scope Item #2) currently funded only through design phase 100 services.
The addendum clarifies specific project details, including the extent of water line replacement and sewer system evaluation, which encompasses the entire sewer disposal system. A $2,500 reimbursable allowance is requested for pressure testing of the water supply line under Lake Fanny Hoe, and well capacity testing is confirmed as the required form of water source testing. Proposers are instructed to submit four paper copies and one flash drive of their proposal. The project file number is 751/19152.RAA, and the project director is Robert A. Adams.

PROPOSAL DUE DATE:

ADDENDUM ITEMS:
Question 1: What portion of the sewer system is to be investigated as there are some plan sets which were marked up that the highlighted the project scope areas identified only portions of the work, whereas the sewer plans showed sewer infrastructure in the entire park (east and west campground). Answer:
The scope of this work is identified on marked up (highlighted) record drawings to identify the known areas which the DNR is requesting water line replacement. All other areas of the water distribution system are currently out of scope. The entire sewer system shown on L-116 Sewer system improvements is asked to be evaluated as part of scope item #2.
Question 2: How will the water and sewer be sequenced? Answer: The water system upgrades are funded through construction. Phase 500, 600, and 700 services are requested for the Scope item #1. The sewer system improvements are currently funded only through design. At this time only Phase 100 services are requested for scope item #2.
Question 3: Please clarify the pressure testing location(s). Answer: Pressure testing is requested at the water supply line that runs under Lake Fanny Hoe. PSC is asked to clarify the number of tests recommended, we believe one test is required. Please include a $2,500.00 Reimbursable Allowance for this testing.
Question 4: How many copies and what formats are required for the RFP Submittal? Answer:
Four paper copies and one flash drive are requested.
Question 5: Please clarify the project extents/limits for the sewer system scope (Scope Item #2). Is it the whole system? Answer: The sewer assessment applies to the entire sewer disposal system.
Question 6: Regarding Scope Item #1, the project statement says that “testing of the water source shall be required.” Please confirm that this is well capacity testing (one of the reimbursables) and not some other form of testing. Answer: Testing of the source refers to well capacity testing.
