About this file
This Project Statement, issued by the Michigan Department of Technology, Management and Budget (DTMB) and the Department of Natural Resources, solicits professional architectural and engineering services for a comprehensive water and sewer system upgrade at Fort Wilkins State Park in Copper Harbor, Michigan. The project involves designing and replacing underground water utility infrastructure in multiple park areas, including the East Campground, Historic Fort Complex, Range Light Keeper's Grounds, and Park Headquarters, with a construction budget of approximately $370,000 plus 10% contingency. The proposal is due on April 4, 2019, with an anticipated contract award date of April 19, 2019, and the Professional Services Contractor (PSC) is expected to complete Phase 500 by December 30, 2019, with construction anticipated for completion in Fall 2020.
The project requires the PSC to perform comprehensive services including infrastructure replacement, water distribution system design, lead testing, and sewage force main analysis, with specific requirements to maintain year-round water distribution to critical park facilities and ensure water quality standards. The solicitation includes Owner's Cash Allowances totaling $13,000 for various testing and review costs (LARA Review, DEQ Permitting, Site Survey, Well Pump Capacity Testing, and Water Diagnostic Testing). The PSC will be responsible for preparing construction documents, obtaining necessary approvals from multiple state agencies, advertising bids, and providing project management and weekly site inspections, with all documentation to be maintained electronically and submitted to the DTMB Design and Construction Division.

NOTE: Please include and identify any Phase 400 work in Phase 500.
Provide a complete PSC proposal for all require architectural and engineering services in compliance with the State of Michigan, Department of Technology, Management and Budget (DTMB) following forms:

SCOPE ITEM 1
Design replacement of all underground water utility infrastructure located in the East Campground, Historic Fort Complex, Range
Light Keeper’s Grounds, and Park Headquarters and Service Area. Secondly, the project scope will include replacement of the water distribution line extending from the West Campground Toilet Shower Building to the West Campground Sanitation Station.
Additionally, the Scope Item 1 will include pressure testing / evaluation of the approximately 2,400 feet of weighted polyethylene pipe extending from the pump house in the East Campground along the lake bottom of Lake Fanny Hooe to the West
Campground.

Infrastructure replacement shall include all valves, curb stops, valve pits, and connections to drinking fountains, jug fillers and buildings. The replacements shall be sized based upon the PSC’s review of fixture counts, distribution requirements, well capacity analysis, and existing pressure tank / well house capabilities. The project scope does not include well or well house replacement.
Water lines are proposed to be replaced in the same trenches as existing water infrastructure to minimize / reduce the potential for archaeological surveys and / or monitoring.
The proposed water distribution system must be able to maintain year-round water distribution to the Park Headquarters, Shop and Residence. The remaining segments of the water distribution system are required to be able to be winterized. Testing of the water source shall be required. Additionally, the park has experienced high lead levels at select fixtures within the existing distribution system. The source well has been tested and has not demonstrated that it is producing lead. Therefore, it is assumed that the contributing lead is from existing valves or distribution lines and once replaced, the testing of the remote fixtures will reveal no or acceptable presence of lead. Additionally, the primary purpose of the replaced water distribution system is to produce distributed water that is within the allowable limits for all common bacteria / chemical analysis of this type of system. Lastly, all design components that are applicable shall be certified lead free.
SCOPE ITEM 2
Analysis of sewage force mains and grinder pump stations. The PSC shall be responsible for evaluating the conditions and performance of the existing sewage force main and duplex grinder pump stations within the park. The Phase 100 study shall evaluate all existing sewage disposal infrastructure and proposed upgrades to the Park’s sewage disposal system.
The project scope items are to be developed into separate bid documents. The construction budget for the water line replacements are set at approximately $370,000 plus 10% contingency. No construction budget is yet provided for the construction of the sewer and lift station upgrades.
PSC services shall also include, but not be limited to:
1. The PSC shall be responsible for gathering and verifying accurate base information, preparing preliminary and final cost estimates, preparing all necessary construction documents and obtaining approval of these documents by the required governing agencies, and preparing final As-Built record drawings. Approval of the plans and specifications by the
Michigan Departments of Licensing and Regulatory Affairs (plan review), Environmental Quality (Campground), Natural
Resources and Technology, Management and Budget is required.
2. The contract documents prepared by the PSC shall utilize the current State of Michigan, Department of Technology
Management and Budget, State Facilities Administration, Design and Construction Division, DC SPEC General
Conditions and the Master SPEC format.
3. The PSC shall prepare preliminary and final contract documents for the work described, advertise for bids on the State
Procurement website, SIGMA VSS and make a contract award recommendation using the DTMB “Best Value” analysis.

5. Coordinate and facilitate the required Departments of Natural Resources and Technology, Management and Budget reviews of Phase 500 deliverables at 50% and 90% complete. The DNR requests that Plan Review Submittals be provided a minimum of 10 (ten) business days in advance of Plan Review meetings to facilitate agency plan reviews.
6. Coordination on any utility relocation necessary.
7. The PSC shall provide active project management and maintain their proposed schedule of tasks and milestones including, but not limited to, critical project tasks such as consultation and other data collection tasks. The PSC’s schedule shall not only itemize and identify the critical project tasks, path and correlation, but the PSC shall be proactive in identifying and implementing remedial actions necessary to get back on schedule if schedule slippage is encountered.
Agency review task durations on the PSC’s schedule should not be considered to be flexible for gaining back time should schedule slippage occur.
8. The PSC shall maintain a complete electronic project file of all project documentation including, but not limited to, contract documents, all correspondence, all emails, all RFI’s and answers, Field Orders and communication telephone logs. The project files shall be maintained and delivered to the Lansing office of the DTMB Design and Construction
Division with the PSC Final Payment request.
