Summary of RFP AADA 2018-0295
This Request for Proposals (RFP) issued by the Colorado Department of Personnel and Administration (DPA) seeks a qualified vendor to provide a production mail inserting system and capital lease financing for the DPA's Integrated Document Solutions (IDS) Program. The State is soliciting proposals for a high-capacity, automatic inserting, postage metering, and folding system with a minimum cycle speed of 9,000 cycles per hour designed to process approximately one million envelopes per month. The proposed inserter must be either new or remanufactured as new and capable of processing various envelope types including #10 executive envelopes and 9-inch by 12-inch booklet envelopes, with the ability to handle up to 30 sheets of 24/60 pound paper. The contractor's start-up period is anticipated to begin on July 31, 2018, with an estimated acceptance date of October 31, 2018. The initial operational period will last for an estimated three-year lease term, with the Department retaining the option to extend the maintenance agreement on an annual basis for up to seven additional years. All proposals must be submitted with completed pricing sheets, technical specifications, operator training materials in electronic format, three customer references currently receiving full-service maintenance from the offeror, and a copy of the proposed maintenance agreement.
The RFP requires offerors to provide capital lease financing with a fixed interest rate for the 36-month lease term, with monthly principal and interest payments remaining constant throughout. Offerors must submit fair market value documentation based on a minimum of two similar inserters leased within the past two years, estimated residual value at lease end, and documented economic life based on full-service maintenance coverage. The State currently operates two Pitney Bowes Flowmaster inserters within an Automated Document Factory (ADF) environment and requires that the proposed inserter integrate seamlessly with existing systems including Mail Run Data Files (MRDF), Pitney Bowes Infinity Postage Meters, and various software platforms such as Solimar SPDE, RSA QDirect, and BCC postal software. The annual volume expected on the new inserter is 12 million cycles per year. Performance standards mandate a two-hour initial contractor contact response and four-hour on-site technician response for repair service requests, with monthly maintenance service available six days per week from 6 a.m. to 9 p.m., expandable to 24/7 coverage during peak production periods with two weeks' advance notice. The evaluation will consider mandatory requirements, technical capabilities, lease and maintenance agreement terms, training provisions, maintenance pricing, and overall value to the State.
