RFP 92-26 MBTA Network Assessment – Questions and Answers Summary
This is a comprehensive Q&A document for RFP 92-26, a network assessment procurement issued by the Massachusetts Bay Transportation Authority (MBTA). The MBTA seeks a qualified contractor to conduct a detailed assessment of its enterprise network infrastructure spanning three data centers, 12 campuses, 46 branch locations, and approximately 150 specialized stations. The scope encompasses network discovery and documentation, Layer 3 routing protocol analysis (OSPF, EIGRP, IS-IS, BGP, MPLS, L2VPN/L3VPN, and VXLAN), connectivity and failover testing, performance assessment, security vulnerability identification, wireless topology evaluation, and management tool review (SolarWinds, Cisco Catalyst Center, Cisco ISE, Cisco EPNM, and Cisco Nexus Dashboard). Deliverables include comprehensive network topology diagrams in Visio format, detailed technical assessment reports, and a Risk and Remediation Matrix with prioritized recommendations. The procurement includes three phases: initial assessment, recommendations and project planning, and phased implementation with vendor guidance. The proposal due date was originally August 19, 2026, but was extended to August 26, 2026 at 2:00 p.m. via COMMBUYS per Addendum 1. A pre-bid conference was held on July 28, 2026. The anticipated contract start date is November 2, 2026, with an estimated engagement duration of approximately one year, including the complete implementation of recommendations and changes.
The assessment environment consists primarily of Cisco equipment (90 percent) with Fortinet components (10 percent), including 550+ switches, 60 firewalls, and all Layer 3 routing devices across the network. The MBTA will provide read-only credentials or arrange shoulder-surfing sessions for contractor personnel; network scanning and temporary non-intrusive monitoring tools are permitted post-NDA. Connectivity and failover testing will be conducted during defined off-hours maintenance windows (1:00 a.m. to 5:00 a.m. EST), with production-impacting activities restricted to scheduled outage windows; discovery activities are not affected by blackout periods. Hardware purchases and all implementation/configuration changes are the MBTA's responsibility; the contractor will provide bill-of-materials assistance and guidance during execution. The MBTA has secured capital improvement program (CIP) funding for this initiative and will not disclose a specific budget range. Supplier diversity represents 25 percent of the technical scoring, with remaining evaluation criteria (project understanding, bidder experience, project management, and resource qualifications) weighted at 15 percent each. Key personnel must hold CCIE or higher-level architect certifications. The engagement requires coordination with MBTA's Network Team and operational staff; contractor personnel must be accompanied by MBTA staff during site visits with no separate background check or Right-of-Way safety training required. Travel and lodging expenses must be included in the not-to-exceed bid price. The MBTA may award to one or multiple bidders and will consider the awarded vendor eligible to compete for subsequent remediation/implementation work if put out to bid. A Non-Disclosure Agreement is mandatory before access to confidential network information.
