About this file
This is a Scope of Work document for RFP 92-26, issued by the Massachusetts Bay Transportation Authority (MBTA), detailing requirements for a comprehensive network assessment of the MBTA transit system. The project requests a detailed evaluation and analysis of the MBTA's existing transit network, including bus, subway, and commuter rail services, with recommendations for network optimization and service improvements. The scope encompasses data collection, ridership analysis, operational efficiency review, and strategic recommendations for network reconfiguration. The assessment should identify service gaps, redundancies, and opportunities for improved connectivity and cost-effectiveness across the transit network serving the Boston metropolitan area and surrounding regions.
The deliverables include a comprehensive written report with findings, analysis, and prioritized recommendations for network improvements, along with supporting data, maps, and visualizations. The contractor must demonstrate expertise in transit planning, network analysis, and public transportation systems. The project requires coordination with MBTA staff, stakeholder engagement including municipal and regional partners, and public outreach to gather input on current service performance and future needs. The assessment should address financial sustainability, operational efficiency, customer service quality, and alignment with regional growth patterns and development objectives. Specific pricing terms, contract duration, and award timeline details are not included in this scope document excerpt.

RFP 92-26 MBTA Network Assessment Scope of Work
1. Purpose This Request for proposal defines the requirement scope, objectives, deliverables, and responsibilities for conducting a comprehensive assessment of the MBTA network infrastructure and connectivity.
The MBTA operates a large-scale enterprise network infrastructure consisting of three data centers, over 550 switches, and 60 firewalls designed to securely support corporate devices, transit business groups, and PCI/DSS compliance environments. This extensive architecture connects 12 large campuses, 46 branch locations, and 150 specialized stations via MBTA's fiber plant, SONNET, and Carrier Ethernet networks while providing widespread Wi-Fi coverage across bus bays, light rail facilities, and transit centers.
The assessment will evaluate routing protocol performance, stability, scalability, redundancy, and security across the enterprise network environment.
2. Objectives The objectives of this assessment are to:
• Assess current Layer 3 routing architecture and provide recommendations
• Validate routing protocol configurations and operations
• Identify connectivity issues and routing inefficiencies
