About this file

This is Solicitation Addendum No. 1 for RFP 8600 MLJ3012 issued by the City of Austin Parks and Recreation Department through Austin Financial Services - Central Procurement on July 7, 2026. The addendum replaces the original Scope of Work and provides clarifications regarding a comprehensive tree inventory project covering approximately 450,000 trees across more than 20,582 acres of parkland, 288 miles of trails, and 382 parks. The City anticipates the project will require 2-3 years from award to completion, with the timeline to be determined by the selected contractor's proposed methodology. The solicitation closing date is July 14, 2026, and the City intends to award the contract to a single vendor. Data collection is expected to occur continuously throughout the project duration, with pauses only for inclement weather or special events on parkland.

The addendum clarifies critical technical and operational requirements, including that location accuracy requirements are based on equipment capability rather than a fixed metric for every data point, with professional sub-meter capable external receivers required and acknowledgment that heavy canopy areas will experience some degraded accuracy. Data must be delivered in ArcGIS format using ESRI File Geodatabase format with NAD 1983 State Plane Texas Central projection. While in-person inspection by ISA-certified arborists is not required for all trees, ISA Certified Arborists must be utilized to ensure accuracy of tree attribute data and condition ratings through a quality control program, with applicants instructed to describe their quality control procedures and staff credentials. GIS boundary layers for developed parkland, 20-foot buffer zones, and selected trail corridors are available through the Austin Parks and Recreation ArcGIS hub. Offerors must return one signed copy of this addendum with their response by the solicitation closing date or risk rejection of their proposal.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Solicitation: RFP 8600 MLJ3012 Addendum No: 1 Date: July 7, 2026

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Clarifications: The Scope of Work published with the solicitation has been deleted and replaced with the following, labeled SOW Version #1.

2.0 Questions:

Q1 Question: What is the expected contract length for this amount of inventory work? Does the city have an expected timeline?

Q1 Answer: The City does not have a predetermined timeline for this project but expects that this project could take 2-3 years from award to project completion. The City encourages contractors to propose a timeline that maximizes efficiency for their proposed methodology

Q2 Question: From our previous tree inventory work in the Austin metro area, we know that certain forested park/trail environments are extremely dense and achieving sub-meter location accuracy is difficult, with naturalized vegetation growing in dense patterns. Does the city have further context as to how sub-meter accuracy will be achieved in these growing space types? Or is the locational accuracy requirement limited to navigable mowed/maintained park areas?

Q2 Answer: The location accuracy has more to do with equipment capability rather than a metric for every data point. Utilizing professional sub-meter capable external receivers is the intent. Heavy canopy covered areas are expected to have some degraded location accuracy, however hopefully minimal.

Q3 Question: Is there a target date for full inventory delivery?

Q3 Answer: There is no target date, but a shorter timeline is preferred and efficiency for the chosen methodology is the priority.

Q4 Question: Is there a preferred or required tree inventory management platform?

Q4 Answer: Data must be delivered in the ArcGIS format described in the RFP.

Q5 Question: Will the City provide the selected contractor with GIS layers defining the boundaries of developed parkland, the 20’ buffer zones, and the selected trail corridors?

Q5 Answer: These boundaries and layers can be found here: https://austin-parks-and-recreation-austin.hub.arcgis.com/ Additional information will be provided as needed to the contract awardee.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Q6 Question: Are all inventoried trees required to be inspected by an ISA-certified arborist in-person?

Q6 Answer: No, this is not required. However, an ISA Certified Arborists must be used to help ensure the accuracy of tree attribute data, including condition ratings, through a quality control program. Applicants are instructed to describe their quality control program and staff credentials in their solicitation response.

Q7 Question: If awarded to multiple contractors, what would be the anticipated tree count per contractor?

Q7 Answer: The city anticipates awarding this contract to a single vendor.

Q8 Question: Is it anticipated that data collection will occur ongoing throughout the project duration, or will there be times when data collection will not be occurring?

Q8 Answer: The City does not foresee a need to pause data collection, except for inclement weather or individual instances of special events occurring on parkland.

3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
