Ref: Solicitation 75FCMC20R0026 CMS Auditorium Chair Procurement, Simplified
Acquisition - Small Business Set-Aside
Dear Offerors:
You are invited to submit a proposal in accordance with the requirements of the attached Request for Proposal (RFP) No. 75FCMC20R0026 entitled, “CMS Auditorium Chair Procurement.” This solicitation is issued in accordance with FAR Part 12 (Acquisition of Commercial Items), utilizing the simplified procedures specified at FAR Part 13.5 (Simplified Procedures for Certain Commercial Items).
Note that this requirement is set-aside for Small Businesses under NAICS Code: 337127 – Institutional Furniture Manufacturing.
Please review all requirements of the solicitation. Special attention is directed to Attachment D.1, “Statement of Work,” and Section E of the solicitation, which includes instructions for proposal preparation and evaluation factors. Submit a business proposal (Volume I) and a technical proposal (Volume II) via email to the following:

Please see Section E.2 of the solicitation for specific proposal instructions. Proposals must be received not later than 4:00 PM local prevailing time on August 18, 2020. Proposals received after the above specified date and time shall be handled in accordance with FAR clause 52.212- 1, entitled “Instructions to Offerors – Commercial Items.”
The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. However, the Government reserves the right to award another contract type if it is in the best interest of CMS.
Section E provides detailed instructions on submitting your proposal. Evaluators will neither make assumptions nor draw inferences regarding missing or incomplete data. Therefore, it is imperative that all requested information is included with your proposal. Proposals will be evaluated in accordance with the criteria contained in Section E. 2 | P a g e may be made without discussion. Therefore, your initial offer should contain your best offer from a technical and price standpoint.
All offerors are responsible for checking the Federal procurement website, www.beta.sam.gov, for any amendments that might be issued to this solicitation. All amendments must be acknowledged by the offeror in its proposal.
The solicitation does not commit the Government to pay any cost associated with the preparation and submission of a proposal. Please also be advised that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this proposed procurement.
If it is your intent to submit a proposal, we request that a “Proposal Intent Response Form,” (see Attachment D.4 to the solicitation), be submitted by August 10, 2020. This is requested for planning purposes only and is not binding. Failure to submit a Proposal Intent response will not preclude you from submitting a proposal.
When developing your proposal please consider the following:
• Questions Due – August 7, 2020
• Notice of Intent Due – August 11, 2020
• Proposals Due – August 18, 2020
• Award Date – September 16, 2020
