The Oregon Health Authority Public Health Division Health Promotion and Chronic Disease Prevention Section (HPCDP) seeks strategic communications and marketing services to manage the Smokefree Oregon brand and implement statewide social marketing campaigns targeting audiences at higher risk of commercial tobacco use, including Black or African American, American Indian or Alaska Native, people of color, youth, people with disabilities, people with behavioral health conditions, and LGBTQIA2S+ populations. The contract encompasses eight primary tasks: developing annual contract work plans; managing brand strategy and coordinating campaigns; advertising and media placement; research and evaluation; social media management; website maintenance; training and technical assistance; and other communications services as requested. Deliverables include campaign plans and budgets, media analyses and placement plans, research reports, social media calendars, website management, and training materials. The contract is for an initial term with potential extension up to five years total, with specific performance standards and a formal deliverable acceptance process requiring OHA approval within seven days of submission.

Compensation is structured as cost-reimbursement with actual expenses for advertising, production, web hosting, personnel, travel, and subcontracted services paid according to an OHA-approved annual budget. Personnel hourly rates are negotiable for current market conditions and subject to written amendment. The contract maximum compensation amount is to be inserted and represents the not-to-exceed limit. Travel expenses are reimbursed at Oregon Accounting Manual rates with prior written approval required for individual expenses exceeding $250. Subcontractor invoices are reimbursed at net cost plus up to five percent markup for administration. The contractor must maintain required insurance including commercial general liability and workers' compensation coverage. Federal funding through Assistance Listings number 93.387 supports this contract. The contractor is responsible for transferring all Smokefree Oregon work products, accounts, creative assets, and materials from the current contractor (Metropolitan Group, LLC) and ensuring seamless handover to any future contractor. All work products, including derivative works and compilations, become exclusive property of OHA. The contract requires contractor availability during normal business hours and upon request for on-call services; compliance with ADA requirements and OHA writing standards; and mandatory reporting of suspected abuse of protected classes.

Part 1

Statement of Work

Note: See RFP 6300, Section 2.4 Scope of Work for a description of the tasks to be required from the Contractor under the Contract.

The details of Statement of Work, including specific performance requirements and Completion Due dates will be negotiated with the highest ranked Proposer pursuant to RFP Section 5.4 Contract Negotiation.

1. Background and Purpose

The OHA Public Health Division invests in health communications infrastructure as a part of a comprehensive approach to prevent and reduce health harms. The purposes of health communications for alcohol, tobacco and other drugs are to:

• Improve health and wellbeing of all people in Oregon;

• Shift cultural narratives and norms to prepare communities for policies, systems, and environmental change;

• Engage community members, especially people from communities most impacted by health harms, in the development of tools, educational resources, and policy, systems, and environmental change to create healthy communities; and

• Leverage health communications practices and research to further community goals.

The tobacco and alcohol industries spend billions on advertising every year to place and promote their products where people will see them every day.

Advertising and promotions make products like tobacco more affordable, attractive, and appealing while also making it more difficult for people to quit.

Health communications can help counter these efforts by elevating community counter-narratives and accelerating environmental, systems and policy changes.

The OHA Public Health Division Health Promotion and Chronic Disease Prevention Section (HPCDP), has worked with communications contractors to develop the Smokefree Oregon brand as part of Oregon’s comprehensive commercial Tobacco Prevention Education Program (TPEP).

The Smokefree Oregon brand shares counter-advertising messages through earned, owned and paid media and is an important resource to local partners

######-0 / JFG Page 8 of 56 OHA PSK (reviewed by DOJ 1/3/2019) Updated: 7/8/2026 across Oregon who are working to address tobacco use through policy, systems, and environmental change. Over the past 15 years, Smokefree Oregon has supported multiple paid media campaigns to advance tobacco prevention and education, including but not limited to eliminating exposure to secondhand smoke; preventing youth tobacco initiation; eliminating tobacco-related health disparities; disseminating information about changing regulations and prevention policy; and helping people who use tobacco quit.

Smokefree Oregon and HPCDP aim to:

1) Support shifts in policy, systems, and environments to hold the tobacco industry accountable for tobacco-caused disease and death and reduce initiation of tobacco products.

2) Raise awareness of the social and commercial determinants of tobacco use and the ways in which communities are working to address these drivers.

3) Work with communities to address the root causes of tobacco use and eliminate health inequities.

4) Promote and connect people to cessation supports that are culturally-specific and aligned with an individual’s needs, including Oregon’s Tobacco Quitline, Native Quitline, and Vive Sin Fumar.

5) Engage people across Oregon in building a commercial tobacco-free movement. This includes collaborating with community partners to co-develop the Smokefree Oregon brand, campaign strategy, and creative materials.

The purpose of this Contract is to procure Contractor’s expertise in managing complex, multi-year marketing strategies, to implement campaigns with statewide reach, including a particular emphasis on the unique needs of audiences at higher risk of commercial tobacco use, including, but not limited to: Black or African America, American Indian or Alaska Native, People of Color, youth, people with disabilities, people with behavioral health conditions, LGBTQIA2S+.

The required Contractor services detailed in Section 3. below will enable HPCDP to meet requirements of the CDC National Tobacco Control Program and competitive grant opportunities, such as “Building Capacity to Reduce the Burden of Menthol and Other Flavored Commercial Tobacco Products in Communities that Experience Health Disparities”.

Also, Contractor’s services under this Contract will support OHA’s goal to eliminate health inequities by 2030 and develop strategy that centers community and aligns with a Shared Risk and Protective Factors approach. Contractor will also help communicate changes in policy, systems, and environments to varied audiences, https://quitnow.net/oregon https://smokefreeoregon.com/native-quit-line/ https://smokefreeoregon.com/vive-sin-fumar/
