About this file
This document is Attachment F of RFP 6171 for an MMIS Controls Audit procurement issued by the State of Oregon Department of Administrative Services (DAS). The attachment establishes a Certified Disadvantaged Business Outreach Plan form that proposers must complete as part of their bid submission. The form requires proposers to identify whether they are Oregon-certified firms under ORS 200.055 by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including certification types such as Disadvantaged Business Enterprise (DBE), Minority-Owned Business (MBE), Woman-Owned Business (WBE), Service-Disabled Veteran (SDV), or Emerging Small Business (ESB). Proposers must list any Certified Firms they have had contractual relationships with in the previous two years, as well as non-certified firms that may be minority-owned, woman-owned, service-disabled veteran-owned, or emerging small businesses.
For proposers foreseeing subcontracting opportunities, the form requires detailed descriptions of steps to solicit Certified Firms, identification of specific subcontracting opportunities with approximate dollar values, and willingness to report subcontractor identity and subcontract values to COBID upon contract award. The information submitted in response to this outreach plan requirement is explicitly stated as not being considered in any scored evaluation. This form serves to ensure that Certified Firms have equal opportunity to participate in the performance of contracts financed with state funds, in compliance with Oregon statutory requirements for small business participation in state-funded procurement.
