About this file
This document is Attachment E of Request for Proposal (RFP) 6113, issued by the Oregon Health Authority (OHA), Public Health Division, concerning a Certified Disadvantaged Business Outreach Plan for a Mobile Health Unit Pilot Program Feasibility Study. The RFP seeks a contractor to conduct a comprehensive research project mandated by House Bill 4052 (2022), with the contract period spanning from June 15, 2025, through June 30, 2026, and proposals due by May 15, 2025. The selected contractor will be responsible for reviewing existing mobile health capacity, evaluating pilot programs, identifying regional parameters for mobile health units, and developing a culturally and linguistically specific health unit model.
The contract has a total compensation not exceeding $250,000, funded through two budget phases ($50,000 from the 2021-2023 biennium and $124,000 from the 2023-2025 biennium). The RFP strongly encourages participation from certified small businesses, specifically targeting disadvantaged business enterprises, minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. Proposers must complete a Responsibility Inquiry form demonstrating financial stability and capacity to execute the contract, and provide comprehensive insurance coverage including Workers' Compensation, Commercial General Liability, Automobile Liability, and Professional Liability insurance. The document outlines specific requirements for proposers to document their potential subcontracting opportunities and commitment to engaging certified firms in the procurement process.
