About this file
This is an RFP Scoring Summary document from the State of New Hampshire Department of Administrative Services, Division of Procurement Support Services, evaluating proposals for dental benefits administration services. The solicitation seeks a qualified vendor to administer comprehensive dental benefits for approximately 10,280 active employees and COBRA participants across New Hampshire and surrounding New England states. The vendor must replicate the State's current benefit plans, administer a passive dental network plan with consistent design across seven represented unions, and be prepared to implement plan design changes resulting from collective bargaining negotiations. Key deliverables include dedicated implementation staff, claims processing with bi-weekly or semi-monthly invoicing, toll-free member services, quarterly business reviews, comprehensive data reporting, and network provider management. The proposal closing date was May 27, 2026, at 2:00 PM Eastern Time, with implementation activities to commence within seven days of Governor and Executive Council approval or September 1, 2026, whichever is later, and administrative services becoming effective January 1, 2027. The contract term runs through December 31, 2031, with options to extend for up to two additional years.
Pricing must be submitted on a guaranteed, all-inclusive per-employee-per-month (PEPM) basis for mature administration covering a 12-month run-out period, with fees guaranteed for the full five-year contract period and no minimum participation requirements. Required qualifications include demonstrated financial stability with performance guarantees of at least $100,000 at-risk annually, prior experience administering dental benefits for at least three governmental entities with minimum 5,000 subscribers, and experience servicing at least one client with 10,000 or more dental subscribers. Northeast Delta Dental has served as the incumbent dental administrator since 1993, maintaining Delta Dental PPO and Premier National networks that vendors must be prepared to maintain or transition. The current plan structure provides Diagnostic & Preventive Benefits at 100% coverage, Basic Restorative at 80%, Major Restorative at 50% with a $25 deductible, and Orthodontic Benefits at 50%, with a $2,000 annual maximum and $1,200 lifetime orthodontic maximum per person. The selected vendor, Elevance Health/Delta Dental, achieved a total score of 95.5 out of 100 points, with 50.0 points in technical scoring and 45.5 points in financial scoring.
