About this file
This document is Amendment #3 to Request for Proposals (RFP) #34513-22726 issued by the Tennessee Department of Human Services for Child Support Enforcement Services in the 11th Judicial District (Hamilton County). The amendment updates the RFP schedule of events, revises response delivery requirements, and modifies staffing provisions. Key dates include the RFP being issued on May 30, 2025, with a response deadline of July 28, 2025, oral presentations scheduled for August 25-26, 2025, and a contract start date of May 1, 2026. The contract term is five years, with potential extension up to 180 days, and will require the contractor to maintain a minimum of thirty-four (34) full-time equivalent (FTE) employees to support child support enforcement operations.
The amendment addresses several critical aspects of the procurement, including clarifications on document submission (now allowing electronic email submissions), system integration challenges, and staffing requirements. The state has confirmed that the Tennessee Child Support Enforcement System (TCSES) does not currently have an embedded document imaging solution, and contractors will need to procure their own imaging system. The contract will require the successful bidder to provide comprehensive child support enforcement services, maintain strict operational standards, and use state-issued email addresses. The state reserves the right to adjust staffing levels based on contractor performance and requires approval for hiring any previous or current Tennessee Department of Human Services employees.
