Amendment #1 to RFP #32110-38726 for Managed Service Provider for Contingent Workforce Services

This is an amendment to a Request for Proposals issued by the State of Tennessee, Department of General Services, Central Procurement Office, for a single Managed Service Provider (MSP) to deliver statewide contingent workforce services across four job categories: Information Technology, Medical, General Administration, and Language and Communication Assistance Services. The MSP will manage a staff augmentation program for hourly contingent workers and a projects-based/deliverables staffing program (capped at $1,000,000 per project), establish and manage a sub-vendor network, administer contingent worker engagement, and implement a Vendor Management System (VMS) within two weeks of contract commencement. Amendment #1 updates the Schedule of Events with revised dates: the pre-response conference is scheduled for May 19, 2026 at 10:00 a.m. Central Time; written questions and comments are due by May 28, 2026; the response deadline is July 10, 2026 at 2:00 p.m. Central Time; respondent oral presentations are scheduled for August 5-7, 2026; and the Notice of Intent to Award will be released August 20, 2026, with the end of the protest period on August 27, 2026. The contract base term is 60 months with options for two 12-month renewals and one 180-day extension, not to exceed 84 months total.

The State estimates total purchases of $1,000,000,000 during the contract term, though no minimum purchase volume is guaranteed. Historical spending data from 2023-2025 shows approximately $451.4 million in total state expenditures, with Medical services at $203.5 million and Information Technology at $168.2 million representing the largest categories. The MSP fee shall be submitted as a percentage of the Maximum Bill Rate and will be evaluated on a cost basis where the lowest proposed cost receives the maximum 30 points out of 100 total evaluation points. Evaluation criteria include General Qualifications and Experience (5 points), Technical Qualifications, Experience and Approach (50 points), and Oral Presentation (15 points). Key qualifications include financial stability documentation, IT security compliance with NIST 800-53 controls and ISO/IEC 27001 certification, conflict of interest disclosures, maintenance of at least one on-site representative, cyber liability insurance of $3,000,000 per occurrence and $5,000,000 aggregate, and ensuring all State Data remains in the continental United States. The current MSP contract expires February 28, 2027.
