About this file
Amendment #2 for Request for Proposals (RFP) #31615-2025-001 is issued by the State of Tennessee Sports Wagering Council for background investigations services. The RFP seeks a contractor to provide comprehensive background checks for sports gaming operators, vendors, and key personnel. The response deadline is set for June 9, 2025, with oral presentations scheduled for June 23-25, 2025. The contract term is anticipated to begin July 17, 2025, with the state estimating approximately 1,600 total background investigations over the contract period. The solicitation requires investigations covering individual and business credit reports, criminal and civil record searches, employment verifications, and international background checks, with an estimated 12 operator licenses and 3-5 new vendors anticipated annually.
The RFP specifies detailed requirements for background investigation services, including verification of employment history for the past 20 years or from age 18, motor vehicle report checks, and application reviews. The current contractor is TruView BSI LLC, who has held the contract since May 2020. The state estimates less than 5% international checks for operators and vendors, with approximately 25% international checks for key personnel. Financial investigations will only be conducted if financial improprieties are identified during the application process. Pricing will be based on a cost proposal outlined in RFP Attachment 6.3, with the state emphasizing evaluation criteria including timeliness, responsiveness, thoroughness, and clarity of background investigation reports.
