About this file

This document is Amendment #1 to a Request for Proposals (RFP #30901-63626) issued by the Tennessee Treasury Department for Pension File Death Match and Obituary Match Services for the Tennessee Consolidated Retirement System. The RFP was originally issued on August 26, 2025, with key dates including a pre-response teleconference on September 3, 2025, and a technical response and cost proposal deadline of October 2, 2025. The procurement timeline includes oral presentations for finalists on October 20-21, 2025, with the state's intent to award expected to be released on October 29, 2025. The contract signature deadline is set for November 13, 2025.

The amendment includes significant modifications to two sections of the pro forma contract: Section A.5 regarding Death Match Search for Inactive Files, which outlines the process for semi-annual file transfers and comparisons, and Section E.5 concerning Personally Identifiable Information (PII) handling. The PII section emphasizes strict confidentiality requirements, mandating that the contractor keep information secure, report any unauthorized disclosures within 24 hours, and potentially provide no-cost credit monitoring services if a data breach occurs. The amendment also adds signature lines for both the contractor and the State Treasurer, with David H. Lillard, Jr. designated as the signatory for the Treasury Department.
