About this file

This is Addendum No. 3 to RFP 00002704 issued by the City of Portland, Oregon Procurement Services for the "Trust Your Tap: Regional Drinking Water Survey" project. The addendum updates proposal specifications and provides clarifications to the original RFP. Key modifications include an increase in the proposal page limit from ten to twenty pages, with all references in the RFP adjusted accordingly. The addendum addresses multiple clarifying questions regarding proposal submission requirements, including confirmation that references, cover letters, and tables of contents may be submitted separately and are not subject to page limits. Subconsultant General Firm Descriptions may also be submitted as separate appendices. The addendum clarifies that the survey questionnaire will not include questions related to visual media such as digital or video advertisements, and confirms that proposers may submit the written report in PowerPoint slide deck format provided it contains all required elements. Bids and proposals are due by 4:00 pm on April 17, 2026, with an anticipated Notice to Proceed expected between late May and early July 2026 once the contract is fully executed.

The addendum confirms that Attachment A - Pricing Template is a separate attachment not included in the page limit and must be completed by vendors. Corporate Responsibility sections including Equal Employment Opportunity and Access in Subcontracting, Equal Opportunity Employer and Community Involvement, Sustainable Business Practices, and Civil Rights Data Collection are required components located in the Proposal Response Packet and must be completed for proposal completeness. The addendum confirms there is no incumbent contractor. Attachment 1 - Sample Contract has been added to the RFP attachments to allow proposers to review insurance requirements and other contractual terms prior to submission. All questions and concerns should be directed to Axkana Rios-Martinez, Procurement Specialist, at Axkana.Rios-Martinez@portlandoregon.gov.

FOR

Trust your tap: Regional Drinking Water Survey

Bids or Proposals Due: April 17, 2026

By: 4:00 pm

This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal.

Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

This Addendum is issued to update the proposal page limit from 10 to 20 pages, provide responses to RFP clarifying questions, and include attachment 1 - sample Contract in the RFP attachments

1. The proposal page limit is hereby increased from ten (10) pages to twenty (20) pages.

All references in the RFP to the prior page limit are updated to reflect this change.

2. The following second round RFP clarifying questions have been submitted:

• Since the References are not included in the 10-page limit, may the bidder include these as an appendix to the proposal?

Yes. References may be submitted as a separate section or appendix to the proposal.

• Should the Proposer Information Form be submitted as a separate document or included as a cover page to the proposal?

Please use the fillable Proposer Information Form found on page 6 of the Proposal Response Packet.

• May the bidder include a cover letter and table of contents that are not included in the total page count?

Yes. Cover pages and table of contents are not included in the required page limits.

• Could the Proposer include the Subconsultants General Firm Description as an appendix to the proposal rather than as an attachment?

Yes. Although the Proposer Capabilities section is subject to the 10-page limit, Subconsultant General Firm Descriptions may be submitted as a separate attachment or appendix and are not included in the page limit.

• The RFP mentions several topic areas to be explored in the questionnaire. As part of the data gathering, does the Consortium also wish to ask survey questions related to visuals (e.g., digital or video ads, etc.)?

No.

• The RFP asks for a "written report" and a "presentation slide deck.” Is the Consortium open to a report in the form of a PowerPoint slide deck, so long as the deck includes everything that the RFP calls for in the “report”?

Yes.

• Is there an incumbent?

No.

• Can you confirm that Attachment A – Pricing Template, Equal Employment Opportunity and Access in Subcontracting, Equal Opportunity Employer and Community Involvement, and Sustainable Business Practices are all included as part of the 10-page proposal limit?

Attachment A – Pricing Template is a separate attachment to be completed by the vendor and is not included in the page limit. The Corporate Responsibility sections (Equal Employment Opportunity and Access in Subcontracting, Equal Opportunity Employer and Community Involvement, and Sustainable Business Practices) are part of the Proposal Response Packet starting on page 17 and are required for proposal completeness.

• Can you share the Sample Contract so we can confirm insurance requirements?

Attachment 1 - Sample Contract has been added as part of Addendum 3.

• When is your estimated Notice to Proceed for the work?

The contract will begin once fully executed. The anticipated Notice to Proceed is expected anytime between late May and early July.

• Can you please confirm exactly what is required for the following sections (i.e., a statement within the proposal)?

Equal Employment Opportunity and Access in Subcontracting, Equal Opportunity Employer and Community Involvement, Sustainable Business Practices, and Civil Rights Data Collection are required corporate responsibility sections located in the Proposal Response Packet starting on page 17. These must be completed for the proposal to be considered complete.
