About this file
This is Addendum No. 2 to RFP 2704 issued by the City of Portland, Oregon's Procurement Services division for the "Trust Your Tap: Regional Drinking Water Survey" project. The addendum provides clarifications to the original RFP specifications and addresses respondent inquiries regarding survey administration methodology, project timeline, and presentation delivery. The City clarified that while the preferred survey method is online, contractors may propose multiple survey modes including phone, mail, or mixed-mode approaches with detailed justification. Written proposals are due by 4:00 p.m. on April 17, 2026, with the deadline for submitting RFP questions corrected to April 10, 2026. The project timeline has been extended into fall 2026, with digital copies of the final report, slide deck, and relevant project files due by May 31, 2026 for work completed in the current fiscal year ending June 30, 2026, and presentations scheduled for September and October 2026. All presentations will be conducted virtually.
No pricing information, set-asides, incumbent details, or specific funding amounts are disclosed in this addendum. The document serves solely to clarify procedural and technical requirements for proposal submission. Interested contractors should direct questions to Axkana Rios-Martinez, Procurement Specialist, at Axkana.Rios-Martinez@portlandoregon.gov. The short list posting date and Notice of Intent to Award date remain to be determined.

ADDENDUM NO.2
RFP00002704
FOR
Trust your tap: Regional Drinking Water Survey
Proposals Due: April 17, 2026
By: 4:00 pm
This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal.
Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.
This Addendum is issued to provide responses to RFP clarifying questions and to correct the Deadline for RFP Questions identified in Section 1.4 of the RFP Project Information Packet.
The following RFP clarifying questions have been submitted:
• Is the survey intended to be administered exclusively online, or may the Contractor propose multiple survey modes (e.g., online, phone, mail, or mixed-mode) as appropriate to meet participation and representation goals? Our preferred method would be online. If proposers would like to add other methods to collect survey results we are open to considering them. All methods should include as much detail as possible so that we can consider that information when reviewing proposals.
• On page 12 of the RFP Information Packet, it states, “Digital copies of the final report, slide deck, and any other relevant project files shall be submitted to the Portland Water Bureau/Consortium Project Manager or designated staff no later than May 31, 2026.” Would it be possible to extend the deadline? If so, how much longer can the Contract be extended? Yes, we will extend the contract to fall 2026. We will complete as much of the project as possible this fiscal year which ends on June 30, 2026.
Presentations will be completed in fall 2026 (likely September and October).
• Can the presentations be done virtually? Yes, all presentations will be completed virtually.

• What is the due date for questions? April 7th and April 10th are both mentioned in the
RFP.
Due date is April 10th , addendum has been issued to update this on RFP
