About this file
This is a Request for Proposals (RFP) and associated bidding documents issued by Roswell Park Comprehensive Cancer Center for the Community Outreach & Engagement Center - Phase II construction project (RFP #27-20, Project #15-24-001). Roswell Park seeks general construction firms to provide professional management services for the construction of the second phase of the Community Outreach Center located at 907 Michigan Avenue in Buffalo, New York. The project will expand the facility by approximately 4,600 square feet, adding a 20+ seat classroom, large collaboration room, two community co-working rooms, semi-private drop-down areas, public gathering space, and an expanded community gallery, along with private offices and hoteling workstations to support additional staff. A partial second story and basement will accommodate future growth and storage. A pre-bid meeting was scheduled for Monday, August 24, 2026, at 1:00 p.m. at the Community Outreach Center located at 907 Michigan Avenue. Sealed bids were due no later than 2:00 p.m. on Friday, September 11, 2026, to the Roswell Park Purchasing Department. The contractor must achieve Ready for Intended Use by September 13, 2027. Bidders were required to submit two hard copies and one electronic copy of their bid, along with required supplemental forms including MWBE certifications, disclosure forms, and non-collusion affidavits.
Evaluation criteria include financial proposal (40% weight), bidder qualifications and experience (35% weight), ability to meet requested needs (15% weight), overall bid response completeness (5% weight), and minority/women vendor status (5% weight combined). Roswell Park established MWBE participation goals of 30% overall, with 15% minority-owned business enterprise (MBE) and 15% women-owned business enterprise (WBE) participation, and a 6% service-disabled veteran-owned business (SDVOB) goal. The bid documents include the requirement for a five percent (5%) bid guaranty, and the successful contractor must execute a construction services agreement and comply with all provisions in the standard clauses, access to premises requirements, and MWBE contract forms included in the specifications. Previous contractors awarded identical or substantially similar projects within the past five years include Telco Construction, Arc Construction, LeChase Construction, and The Liro Group. The contract will be performed using a single prime contract format, and the contractor must provide proof of OSHA 10 certification for all on-site staff and OSHA 30 certification for all on-site supervision. The project includes construction within an occupied urban facility adjacent to Roswell Park's active operations, requiring coordination with facility management and adherence to infection control and operational sensitivities.

The project will be constructed using a single prime contract format.
Roswell Park seeks proposals from General Construction firms to provide professional management services for construction of the of the second phase of the Community Outreach Center on Michigan Avenue. Roswell Park strongly encourages firms to team/partner with Minority and Women-Owned Business Enterprises (MWBE) in formulating their proposals
The proposed 907 Phase II Project was designed as a thoughtful expansion driven by the success of Roswell Park’s adjacent Community Outreach & Engagement Center, which opened back in October of 2023. The current center houses services focused on advancing and improving health outcomes for communities across Western New York, including cancer awareness, educational programs, navigation to cancer screening, financial wellness programming and space for community gatherings. Since its opening, the center has hosted hundreds of learning programs, conferences and other events. The mission has received overwhelming support from the community, and the current space can no longer meet the program demands.
The 907 Phase II Project will expand the community resource footprint by approximately 4,600 square feet, adding a 20+ seat classroom, large collaboration room, two community co-working rooms, semi-private drop-down areas, public gathering space, and an expansion to the very popular community gallery. The expansion of programs and events will require additional staff to support the mission which will be accommodated through the addition of private offices and hoteling workstations. A partial second story and basement will allow for future growth and storage of program supplies and resources.
The proposed architecture pays homage to the original design concept for the adjacent Community Outreach & Engagement Center. “Reconstruction + Resurrection + Reconnection”, which respects the history of the surrounding Fruit Belt Neighborhoods and the ongoing renaissance happening in the City of Buffalo over the past decade. An extension of the existing gardens and landscaping will provide a buffer for our Michigan Avenue neighbors and look to beautify the existing vacant parcels.
The bids will be opened privately.
