ADDENDUM #1 SUMMARY

This is Addendum #1 to RFP #27-20, issued by Roswell Park Comprehensive Cancer Center for the Community Outreach and Engagement Center – Phase II project located at 907 Michigan Avenue, Buffalo, New York. The addendum, dated September 2, 2026, modifies the original contract documents and must be acknowledged by bidders in their bid submissions. The bid submittal deadline is September 11, 2026, at 2:00 PM EST. The addendum introduces significant technical modifications including the addition of Section 019113 (General Commissioning Requirements), replacement of Section 230710 (Insulation), and revisions to multiple mechanical and electrical drawings (M001, M001.1, M401, M401.1, M601, P001, P002, P003, P500, E001, E002, E600) and sketches (CSK-001, ASK-001, ASK-002, ASK-003). Key mechanical changes include the addition of exhaust fan EF-102 for refrigerant exhaust, relocation of wall louvers away from exterior doors, and updates to VRF (Variable Refrigerant Flow) system schedules and ductwork configurations. The addendum also includes revised insulation specifications for refrigeration piping and ductwork, with specific thickness requirements ranging from 0.5 to 2 inches depending on application and service type.

The commissioning section establishes comprehensive requirements for system verification, including pre-functional checklists and functional performance testing for HVAC systems (VRF split systems, distribution pumps, ductwork, testing and balancing), plumbing systems, electrical distribution, and building management systems. The Commissioning Authority, reporting to the Owner, will oversee all commissioning activities with support from the Contractor, Architect, and Engineer of Record. The Contractor is responsible for providing all testing equipment, skilled technicians, Operations and Maintenance documentation, and owner training at a 9th-grade comprehension level. Commissioning must be completed before substantial completion, with deferred testing permitted for seasonal conditions. The addendum includes a complete table of contents reflecting all contract document sections across 33 divisions, covering everything from bidding requirements through utilities, and appends detailed HVAC plans, mechanical schedules, plumbing diagrams, and natural gas piping details for the standby generator installation.

SECTION 019113 - GENERAL COMMISSIONING REQUIREMENTS

PART 1 - GENERAL

1.01 SUMMARY

A. This Section specifies the Contractor, Commissioning Agent, and Owner responsibilities during the commissioning process. Commissioning requires the participation of the Commissioning Team to ensure that all systems are operating in a manner consistent with the intention of the Contract Documents.

B. The commissioning process integrates the traditionally separate functions of system documentation, equipment startup, performance testing and training. Commissioning during the construction phase is intended to achieve the following specific objectives in accordance with the Contract Documents:

1. Verify and document that equipment and systems are installed according to the manufacturer’s recommendations, contract requirements, and industry standards, and that comprehensive operational checkout is conducted by the Contractor;

2. Verify and document correct and adequate performance of equipment and systems;

3. Verify and document that O&M documentation is suitable for long-term ownership of the systems and equipment, and complete;

4. Verify and document that the Owner was trained to operate, maintain, and troubleshoot the installed equipment and systems.

C. The systems and equipment for commissioning are listed in Section 1.02. The Contractor general commissioning requirements and coordination are detailed in Section 1.03. Specific requirements for commissioning each system or piece of equipment are detailed in the associated specification section of the Contract Documents or, in its short form, in Section 1.02 of this document when contract documents do not specify.

D. The commissioning process does not reduce the responsibility of the Contractor to independently provide finished and fully functional systems and equipment.
