About this file

The document is a Submittal Form E: Management Plan Used for the Project, associated with the Alaska Department of Commerce, Community, and Economic Development's Division of Community and Regional Affairs (DCRA). The procurement opportunity involves a comprehensive Unmet Needs Assessment (UNA) and Action Recovery Plan (ARP) targeting the Lower Yukon Regional Educational Attendance Area (REAA) and Juneau. Offerors are required to provide a detailed narrative management plan illustrating how they will accomplish the work and meet the state's project schedule, including a work schedule showing anticipated milestone and deliverable completion dates. The proposal submission deadline was April 11, 2023, with proposals to be submitted through the state's IRIS-VSS procurement system.

The procurement has a defined budget of $350,000, with proposals exceeding this amount considered non-responsive. The contract will serve the Anchorage Municipality and focus on flood-related challenges in the Lower Yukon REAA and Juneau regions. While no specific set-aside designations are detailed, the solicitation appears open to qualified vendors with expertise in environmental assessment, community resilience planning, and disaster recovery strategies. The primary contact for the procurement is Kaiden Ward, a Procurement Specialist, who can be reached at kaiden.ward@alaska.gov for procedural or technical questions. Evaluation criteria are expected to emphasize technical capability, prior experience with similar regional assessments, and cost-effectiveness.
