About this file

The document is a Submittal Form D: Methodology Used for the Project from the Alaska Department of Commerce, Community, and Economic Development's Division of Community and Regional Affairs (DCRA), specifically related to RFP 260000001 F05. The solicitation seeks proposals for a comprehensive Unmet Needs Assessment (UNA) and Action Recovery Plan (ARP) targeting the Lower Yukon Regional Educational Attendance Area (REAA) and Juneau. Offerors are required to provide detailed narrative statements outlining their proposed methodology for accomplishing the work and meeting the state's project schedule, with a strict requirement to not disclose costs in this submission and adhere to specified page limits.

The procurement has a defined budget of $350,000, with proposals exceeding this amount considered non-responsive. The competitive solicitation will be submitted through the state's IRIS-VSS procurement system, with a firm deadline of April 11, 2023. The primary contact is Kaiden Ward, a Procurement Specialist, who can be reached at kaiden.ward@alaska.gov for procedural or technical questions. While no specific set-aside designations are explicitly detailed, the contract appears open to qualified vendors demonstrating expertise in environmental assessment, community resilience planning, and comprehensive disaster recovery strategies, with technical capability and cost-effectiveness likely serving as key evaluation criteria.
