The solicitation seeks qualified vendors to provide strategic communications, community outreach, audio/visual production, graphic design, and social media management services for miscellaneous construction projects. Technical proposals were due March 31, 2026, at 10:00 AM, with a technical proposal public opening scheduled for the same date at 2:00 PM. Oral presentations are scheduled for April 27, 2026, and the price proposal opening is set for May 4, 2026, at 2:00 PM, with an intended award announcement on May 11, 2026. The contract term runs from May 2026 through May 2029, with renewal options available for up to three additional years or the length of the original contract term, whichever is longer, contingent upon satisfactory performance and fund availability.

Compensation is structured as an indefinite quantity term contract with hourly billing rates for five position classifications: Strategic Communications Project Manager, Community Outreach Specialist, Assistant Community Outreach Specialist, Audio/Visual Technician/Videographer/Editor/Social Media Specialist, and Graphic Designer. The proposed rates in Exhibit C are fully loaded hourly rates that include salaries, overhead, operating margins, travel, administrative expenses, materials, equipment, insurance, bonding, and all direct and indirect costs. The maximum contract value is $1.1 million with $500,000 currently approved and encumbered. Rates will not escalate during the contract term or potential renewal years, and proposers must submit rates within allowable ranges established by FDOT. The evaluation process awards up to 100 points for technical merit, 100 points for oral presentation performance, and 25 points maximum for the price proposal, with a minimum technical score of 70 points required for responsiveness.
