About this file
This document is Addendum No. 1 to Request for Quote 26-019-SN issued by the Kissimmee Utility Authority (KUA) in Florida for Customer Satisfaction Survey Services. The addendum addresses a critical question regarding data sources, specifically clarifying that KUA requires bidders to provide access to comparison data metrics from the Florida Public Power Data Source and National Public Power Data Source, which are proprietary databases maintained by Great Blue. Rather than sole-sourcing the contract to Great Blue, KUA will accept proposals from research firms with access to similar comparative data sources. The addendum was issued on January 30, 2026, and requires all bidders to acknowledge receipt by signing and returning the addendum form with their bid response. The original solicitation deadline for questions and comments is February 6, 2026, at 2:00 PM EST, with bid submissions due February 13, 2026, at 2:00 PM EST. The contract term spans three years with two optional one-year renewal periods, with project completion required within 6 to 8 weeks of receiving the Notice of Intent.
This addendum supersedes any prior verbal instructions and becomes an integral part of the original solicitation documents. The modification confirms that KUA is not restricting competition to vendors with exclusive access to Great Blue's proprietary databases, thereby broadening the potential bidder pool. All costs associated with meeting this requirement must be incorporated into bid pricing. Bidders must submit pricing as annual lump-sum amounts for Years 1 through 5, with the total contract value not to exceed $250,000 across the five-year period. The solicitation carries no specific set-asides for disadvantaged enterprises, and there are no identified incumbent vendors. All bidders must comply with applicable federal, state, and local laws, including equal employment opportunity requirements and drug-free workplace certification, and must maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate.
